No. 4 (1711 L. No. 5 (1724 H. S. (1752 and R. G. (1769 the last also containing the laws passed by the State Assembly in 1777 and several following years. Liber B. L. C. (1731 - 1752) was also found in the Land Office and all these volumes were transferred to the vault Of the Maryland Historical Society, with the prompt cooperation of their former custodians, under the provisions Of the Act of 1882, ch. 138. It has thus been possible to print. For the first time in this volume, the private acts passed from 1730 to 1732, as these were not included in' the contemporary printing of the Session Laws, Unfortunately, the printing of the volume had so far progressed that it was necessary to place the private acts Of 1730 in an appendix. It is expected to print, in volume 38 of the Archives, all acts hitherto not included in the series. From 1711 to 1729, and hereafter to publish all the acts of each session in their proper place. We Shall thus possess the complete corpus Of the Provincial statute laws of the Eighteenth Century, which fact is one which must cause considerable pleasure to every lover of the history Of Maryland. In these cataclysmic times, it is often a delight to divert one's thoughts to the affairs of a quieter and Simpler age and the picture of that age is now more complete, because of the ability to read the entire enactment Of each session Of the legislature. The private acts, which generally relate to naturalization of individuals, and to the correction of defects in deeds and wills, are Of considerable value for deciding questions Of pedigree and title to land. TO the end that this reproach may be removed, as far as writers upon Maryland history are concerned, the materials are provided through printing of the Acts of the General Assembly in these volumes. It is a toilsome task to work one's way through the volumes of Proceedings to the Assembly, but unless such work is successfully prosecuted by students with a kindly feeling toward the participants in the discussions we cannot have impartial history. T. R. Glover's words (christian Tradition, p. 72) are very true that: Sine ira et studio is the phrase Of Tacitus - yet without anger and partisanship, but not without sympathy, we must go quietly and slowly about our work; hurry is fatal in historical study. Book excerpt: Excerpt from Archives of Maryland, Vol. 47: Journal and Correspondence of the State Council of Maryland The arrival Of the French squadron under de Grasse in the Chesapeake late in August, and its successful encounter with the British fleet, had not only made safe the transport of Washington's army down the bay by water, but had put an end to the depredations by raiding parties from the British ships upon the settlements and plantations along the water front of the bay and its tribu taries, to which many of the letters refer. The letters also tell us of the occa sional revival of Tory activities, especially in W'orcester and Somerset counties on the Eastern Shore, but these never assumed formidable proportions and were largely confined to the clandestine sale of cattle and supplies to the British ships, while they were in control of the bay. After this volume went to press, and unfortunately too late to include here, there came to light a number of let ters and other papers relating to the Tory conspiracy in Western Maryland referred to in Orendorff's letter of June, 1781, printed on page 328. The apprehension and execution of the ringleaders put an end to this abortive move ment. Letters from the south during the earlier part of the year tell us of the magnificent service rendered by the Maryland Line at Cowpens, Guilford, Camden, and other battles in the Carolinas. There were some small depredations by the British in the lower counties, and some disturbances by Tories in Worcester, Somerset, Queen Anne's and Kent; but these, as well as a mutinous rising in Delaware, threatening the Stores at Charles Town, were easily dealt with. This exemption gave Maryland the opportunity of raising large supplies of bread-stuffs and provisions for the Continental army and for Shipment to the West Indies. Readers of these pages who find so much more space devoted to purchases of our, pork, bacon, osnaburgs, denims, powder and lead, than to accounts of military operations, should remember that it was in this way, quite as much as in the field, that independence was won. Clinton, profiting by Howe's example, avoided pitched battles, and undertook, an expedition, under Gen. Prevost and Col. Campbell, to invade the southern States. Savannah fell in December 1778, and all Georgia was Soon reduced. Descents - mere plundering forays - were made on the Bay shores of Virginia, and fears arising that Baltimore would be the next point of attack, measures were taken to put that city in a state of defence.
