Although much has been debated about this event and the wider American and Japanese involvement in the war, few scholars have explored the Pacific War’s impact on Pacific Islanders. Cultures of Commemoration fills this crucial gap in the historiography by advancing scholarly understanding of Pacific Islander relations with and knowledge of American and Japanese colonialisms in the twentieth century. Drawing from an extensive archival base of government, military, and popular records, Chamorro scholar Keith L Camacho traces the formation of divergent colonial and indigenous histories in the Mariana Islands, an archipelago located in the western Pacific and home to the Chamorro people. He shows that US colonial governance of Guam, the southernmost island, and that of Japan in the Northern Mariana Islands created competing colonial histories that would later inform how Americans, Chamorros, and Japanese experienced and remembered the war and its aftermath. Central to this discussion is the American and Japanese administrative development of "loyalty" and "liberation" as concepts of social control, collective identity, and national belonging. Just how various Chamorros from Guam and the Northern Mariana Islands negotiated their multiple identities and subjectivities is explored with respect to the processes of history and memory-making among this "Americanized" and "Japanized" Pacific Islander population. In addition, Camacho emphasizes the rise of war commemorations as sites for the study of American national historic landmarks, Chamorro Liberation Day festivities, and Japanese bone-collecting missions and peace pilgrimages. Ultimately, Cultures of Commemoration demonstrates that the past is made meaningful and at times violent by competing cultures of American, Chamorro, and Japanese commemorative practices.

Book excerpt: Between 1944 and 1949 the United States Navy held a war crimes tribunal that tried Japanese nationals and members of Guam's indigenous Chamorro population who had worked for Japan's military government. In Sacred Men Keith L. Camacho traces the tribunal's legacy and its role in shaping contemporary domestic and international laws regarding combatants, jurisdiction, and property. Drawing on Giorgio Agamben's notions of bare life and Chamorro concepts of retribution, Camacho demonstrates how the U.S. tribunal used and justified the imprisonment, torture, murder, and exiling of accused Japanese and Chamorro war criminals in order to institute a new American political order. This U.S. disciplinary logic in Guam, Camacho argues, continues to directly inform the ideology used to justify the Guantánamo Bay detention center, the torture and enhanced interrogation of enemy combatants, and the American carceral state.

In these remote islands of the northwest Pacific Ocean, archaeological discoveries now can define the oldest site contexts, dating, and artifacts of a Neolithic (late stone-age) people. This ancient settlement was accomplished by the world’s longest open-ocean voyage in human history at its time, more than 2000 km from any contemporary populated area. This work brings the isolated Mariana Islands into the forefront of scientific research of how people first settled Remote Oceania, further important for understanding long-distance human migration in general. Given this significance, the early Marianas sites deserve close attention that has been awkwardly missing until now. The author draws on his years of intensive field research to define the earliest Marianas sites in scientific detail but accessible for broad readership. It covers three major topics: 1) situating the ancient sites in their original environmental contexts; 2) inventory of the early-period sites and their dating; and 3) the full range of pottery, stone tools, shell ornaments, and other artifacts. The Heritage Stone Task Group of the International Union of Geological Sciences is working to establish a new formal designation of ‘Global Heritage Stone Resource’ to recognize those stones that have had internationally significant architectural and ornamental uses. The aim is to spread awareness of the cultural heritage aspects of these stones, to help to encourage continued supply for maintenance and repair of important monuments and to preserve historically important quarries. The aim is neither to promote nor to limit these stones for new construction: in some cases continuing commercial use might help to ensure future supplies for building conservation purposes.
