Book excerpt: To date, very few northern Albanian archaeological sites have been surveyed and excavated. Situated beyond the reach, and allure, of the Classical Greek colonies of south-central Albania, the region has drawn less scholarly attention. But in various ways, northern Albania is just as important to the ongoing archaeological debates regarding the origins of inequality and the rise of social complexity. Some of the earliest and largest hill forts and tumuli (burial mounds) in Albania, dating to the Bronze and Iron Age, are located in Shkodër. Shkodër (Rozafa) Castle became the capital of the so-called Illyrian Kingdom, which was conquered by Rome in the early 3rd century BC. This research report, focused on the province of Shkodër, is based on five years of field and laboratory work and is the first synthetic archaeological treatment of this region. The results of the Projekti Arkeologjik i Shkodrës (or PASH) are presented here in two volumes. Volume 1 includes geological context, a literature review, historical background, and reports on the regional survey and test excavations at three settlements and three tumuli. In Volume 2, the authors describe the artifacts recovered through survey and excavation, including chipped stone, small finds, and pottery from the prehistoric, Classical, Roman, medieval, and post-medieval periods. They also present results of faunal, petrographic, chemical, carpological, and strontium isotope analyses of the artifacts. Extensive supporting data is available on the University of Michigan's Deep Blue data repository: https: //doi.org/10.7302/xnpy-0e60 These two volumes place northern Albania--and the Shkodër Province in particular--at the forefront of archaeological research in the Balkans.

Rather than simply showing how the state in Kosovo is being built by and through women and feminist encounters, this volume is interested to problematise women and feminist subjectivities vis-à-vis the state and statebuilding. The book challenges three main arguments related to the processes and subjects of statebuilding in Kosovo. First, the academic literature on Kosovo has a tendency to take the international intervention of 1999 as the originary point of statebuilding processes in Kosovo. Second, and relatedly, given Kosovo's unprecedented exposure to Western intervention and statebuilding, the majority of works start from the presumption that liberal interventionism in Kosovo (and elsewhere) is normatively more progressive than the previous system, and that the liberal interventionism and statebuilding are naturally gender progressive and gender-equal. The third argument has to do with the existing legal architecture on gender and women’s rights in contemporary Kosovo. The aim of the volume is to, on the one hand, problematise the evidence against the backdrop of everyday manifestations and/or performances of statebuilding and on the other hand interrogate the co-constitutive gender aspect. In terms of methodology, the volume brings together contributions that rely on traditional and multi-sited ethnography, and narrative research rooted in projects and initiatives in Kosovo. This allows the contributors to unearth new and silenced actors, entry points, subjects and subjectivities in processes of and related to statebuilding in Kosovo; feminist frictions and challenges to statebuilding in Kosovo; as well as encounters of heteronormative statebuilding. This book will be of much interest to students of statebuilding, Balkan politics, feminisms, and international relations, in general.

Although the gap is closing gradually, the standards of living in WB6 are well below those of the OECD and EU. Accelerating the rate of socio-economic convergence will require a holistic and growth oriented approach to policy making. This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness.
