Book excerpt: Inside Inequality in the Arab Republic of Egypt: Facts and Perceptions Across People, Time, and Space comprises four papers prepared in the framework of the Egypt inequality study financed by the World Bank. The first paper, by Sherine Al-Shawarby, reviews the studies on inequality in Egypt since the 1950s with the double objective of illustrating the importance attributed to inequality through time and of presenting and compare the main published statistics on inequality. The second paper, by Branko Milanovic, turns to the global and spatial dimensions of inequality. The Egyptian society remains deeply divided across space and in terms of welfare, and this study unveils some of the hidden features of this inequality. The third paper, by Paolo Verme, studies facts and perceptions of inequality during the 2000-2009 period, which preceded the Egyptian revolution. The fourth paper, by Sahar El Tawila, May Gadallah, and Enas Ali A.El-Majeed, assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. This is a particularly important and timely topic to address in light of the unfolding developments in the Arab region. The book should be of interest to any observer of the political and economic evolution of the Arab region in the past few years and to poverty and inequality specialists interested in a deeper understanding of the distribution of incomes in Egypt and other countries in the Middle East and North Africa region. Using a wealth of recent studies on Greater Cairo and a deep reading of informal urban processes, the city and its recent history are portrayed and mapped: the huge, spontaneous neighborhoods; housing; traffic and transport; city government; and its people and their enterprises. The book argues that understanding a city such as Cairo is not a daunting task as long as pre-conceived notions are discarded and care is taken to apprehend available information and to assess it with a critical eye. In the case of Cairo, this approach leads to a conclusion that the city can be considered a kind of success story, in spite of everything.

The two main themes of the report are the challenges facing the urban sector and the policy implications at various levels of government. Some of the reports mains findings are: urbanization in Egypt takes on forms and processes which are not well understood and as a consequence urban policies are sometimes weak or counter productive; until now policies and actions in the urban sector have mainly consisted of State driven, supply-side interventions; due to the focus on development in the desert, the dynamics of urbanism in the Nile Valley and Delta, which together contain over 95 percent of the country's population, have largely been ignored; and finally it is rare that government of Egypt's urban development projects include a strategy of capturing the appreciation value of their investments ("unearned increment"), cross-subsidization or cost recovery. The note concludes with a set of recommendations of ways to improve the government's response to the urban challenge.

Book excerpt: This paper discusses Egypt’s First Review Under the Extended Arrangement Under the Extended Fund Facility (EFF) and Requests for Waivers for Nonobservance and Applicability of Performance Criteria (PCs). All quantitative PCs for December 2016 were met, but a large depreciation of the pound is posing policy challenges. Because of higher costs of fuel products, the end-June targets for the fuel subsidy bill and the primary deficit are likely to have been missed. The authorities are taking corrective measures by implementing a stronger fiscal adjustment in the next two years, including through the fuel subsidy reform. The IMF staff supports the authorities’ request for the completion of the first review under the Extended Arrangement under the EFF arrangement.

Adding to this challenge is the co-occurrence of overweight and obesity among children, leading to a malnutrition double burden. Scaling Up Nutrition in the Arab Republic of Egypt aims to inform the development of nutrition policy and guide nutrition investments over the coming years. It reviews Egypt’s nutrition situation, the interventions currently in place, and the opportunities, costs, benefits, and fiscal space implications of scaling up a set of high-impact interventions to address undernutrition. Book excerpt: In the aftermath of the Arab Spring, when thousands of young women and men fought for the opportunity to realize their aspirations and potential, the question of jobs continues to be crucial in the Middle East and North Africa region. This report uses jobs as a lens to weave together the complex dynamics of employment creation, skills supply, and the institutional environment of labor markets. Consistent with the framework of the 2013 World Development Report on jobs, of which this report is the regional companion, this work goes beyond the traditional links between jobs, productivity, and living standards to include an understanding of how jobs matter for individual dignity and expectations—an aspect that was clearly central to the Arab Spring. Just as important, this report complements the economic perspective with an analysis of political economy equilibrium, with a view to identifying mechanisms that would trigger a reform process. As such, the report has three objectives: First, it seeks to provide an in-depth characterization of the dynamics of labor markets in the Middle East and North Africa and to analyze the barriers to the creation of more and better jobs. It does so by taking a cross-sectoral approach and identifying the distortions and incentives that the many actors—firms, governments, workers, students, education, and training systems—currently face, and which ultimately determine the equilibrium in labor markets. Second, the report proposes a medium term roadmap of policy options that could promote the robust and inclusive growth needed to tackle the structural employment challenge for the region. Third, the report aims to inform and open up a platform for debate on jobs among a broad set of stakeholders, with the ultimate goal of contributing to reach a shared view of the employment challenges and the reform path ahead.
