This is done with a comparative view in relation to western donors and with the aim to develop recommendations as to how Arab development finance can be strengthened and rendered more effective for the new millennium. In the 1960s and 1970s Arab donors established a variety of national and multilateral agencies. These agencies share many characteristics of their western counterparts, but some also exhibit distinctive features. Both in terms of absolute volume as well as generosity measured by aid as a percentage of GDP, Arab countries have been important donors in the past, even though recent years have seen a significant fall in Arab aid. Reversing this downfall in aid, targeting its aid better towards the poor and very poor recipient countries and raising the grant share and the concessionality of loans for these countries together with a reallocation of aid towards the social sectors of human development would render Arab aid-giving more effective in terms of poverty alleviation and more in line with western aid. A greater willingness to participate in the ongoing discussions amongst western donors about the proper objectives and design of development finance would help Arab donors to achieve the recognition they truly deserve. Closer cooperation with western donors would be a logical consequence of taking such a step. However, this would also need to be matched by a greater willingness on the part of western donors to take their Arab counterparts seriously as partners of development finance.

Contributions focus on the foreign assistance policies and strategies of key donors (United States, Europe, Gulf countries and Turkey), and on the relationship between donors and recipients of foreign aid in a select set of MENA cases (Tunisia, Egypt, Palestine and to a lesser extent Morocco). Despite widespread rhetoric among lead donors pledging to support the transformational potential of the Arab uprisings, the contributions find a more complex pattern in foreign aid provision since 2011. Among Arab donors, who have played a significant role as providers of aid to states most affected by mass protests, trends in foreign assistance reflect the competing priorities of donors, and their willingness to politicize aid provision in pursuit of their strategic interests. Among Western donors, authors find a high degree of continuity. Chapters that focus on Western donors seek to account for continuity on the part of Western governments and the EU at a moment of profound transformational potential. Two factors, bureaucratization and securitization, capture most of the explanations provided, which take into account a variety of local dimensions as well. Contributions also discuss the changing assistance environment, namely the globalization of foreign assistance, the complex bureaucratic arrangements presiding over the delivery of European and US aid, and the role of regional and international non-democracies in the provision of foreign assistance. This book was published as a special issue of Mediterranean Politics.

Book excerpt: Aid is always a means of influence: political, commercial, military and security-related. Some influence is benign, but much of it is coercive, even 'imperialistic'. Given the nature of aid, its effectiveness should be judged not only in developmental terms, but in terms of international relations. Even donors agree that, on both counts, the returns are meagre. This book, drawing on the author's 30 years of field experience, proposes two kinds of solution: donors should climb down from paternalistic central planning practices and support public goods that are neutral and beneficial cancellation of debt, fair trade, responsible economic governance, vaccine production, peace-making and peace-keeping. For their part, developing countries should follow the example of the most successful among them: recognize the true costs of 'free' aid, exercise their prerogative to choose their development partners and start paying their own way.
