The book analyzes the narratives about the Arab world in history and geography textbooks taught in primary and secondary education institutions since the early years of the Republic and shows how Arabs and Arab culture are portrayed. Based on the assumption that movies also play an important role in the formation of images, the image of Arabs in Turkish movies was examined, and interviews with screenwriters and directors were conducted to discuss the view of Arabs in Turkish cinema. On the other hand, a comprehensive survey was conducted throughout Turkey to determine the prevailing images of Arab language, culture, history and politics in Turkish public opinion. Arab Image in Modern Turkey: Memory, Popular Culture and Public Perception aims to contribute to the development of Turkish-Arab relations with its original data and analysis.

It has been said that there is no social memory in Turkey before Mustafa Kemal Atatürk founded modern Turkey after World War I. Indeed, in 1923, the newly founded Turkish Republic committed to a modernist future by erasing the memory of its Ottoman past. Now, almost eighty years after the establishment of the republic, the grandchildren of the founders have a different relationship with history. New generations make every effort to remember, record, and reconcile earlier periods. The multiple, personalized representations of the past that they have recovered allow contemporary Turkish citizens to create alternative identities for themselves and their communities. Unlike its futuristic and homogenizing character at the turn of the twentieth century, Turkish nationalism today uses memory to generate varied narratives for the nation and its minority groups. Contributors to this volume come from such diverse disciplines as anthropology, comparative literature, and sociology, but they share a common understanding of contemporary Turkey and how its different representations of the past have become metaphors through which individuals and groups define their cultural identity and political position. They explore the ways people challenge, reaffirm, or transform the concepts of history, nation, homeland, and “Republic” through acts of memory, effectively demonstrating that memory can be both the basis of cultural reproduction and a form of resistance.

The founding elite took up a massive project of social engineering that now required the amplification of Turkishness as the founding concept of the new nation-state. This concept was shaped by the construction of various Others as a backdrop, and for Turkey in many ways, the Arab in his keffiyeh and traditional garb constituted the ultimate Other. In this nuanced and richly detailed study, Ilkim Büke Okyar examines the development of Turkish national identity from the 1908 constitutional revolution to the inclusion of Alexandretta in 1939, using the lens of contemporary political cartoons. Okyar brings the everyday production of nationalist discourse into the mainstream political and historical narrative of modern Turkey. In doing so, Okyar shows how the cartoon press became one of the most important agents in the construction, maintenance, and mobilization of Turkish nationalism, reinforcing a perceived image of the Arab that was haunted forever by its ethnic and religious origins.

Book excerpt: Contrary to the view held by many who study American foreign policy, public diplomacy has seldom played a decisive role in the achievement of the country's foreign policy objectives. The reasons for this are not that the policies and interventions are ill-conceived or badly executed, although this is sometimes the case. Rather, the factors that limit the effectiveness of public diplomacy lie almost entirely outside the control of American policy-makers. In particular, the resistance of foreign opinion-leaders to ideas and information about American motives and actions that do not square with their pre-conceived notions of the United States and its activities in the world is an enormous and perhaps insurmountable wall that limits the impact of public diplomacy. This book does not conclude that public diplomacy has no place in the repertoire of American foreign policy. Instead, the expectations held for this soft power tool need to be more realistic. Public diplomacy should not be viewed as a substitute for hard power tools that are more likely to be correlated with actual American influence as opposed to the somewhat nebulous concept of American standing.

This study shows that Turkish and Islamic identities are not fixed and Muslims and Europe do not have a monolithic nature. There is a large diversity of perspectives and approaches to Islam, which indicate that any essentializing of others as a fixed category undermines pluralims and multiculturalism. The book also argues that there is an emergent identity construction and a sense of belonging among young Muslims who would like to see themselves as a permanent part of European civic culture because their loyalty lies in where they live.
