Book excerpt: This paper provides a brief discussion of aptitude testing in the Department of Defense and the rationale for Defense sponsorship of the Profile of American Youth Study. Also described as the historical development of the current version of the Armed Services Vocational Aptitude Battery (ASVAB), as well as its enlistment eligibility composite, the Armed Forces Qualification Test (AFQT). The aptitude profile study involved administration of the 1980 version of ASVAB to a national probability sample of approximately 12,000 young men and women ages 16 and 23. The young people sampled were participants in the National Longitudinal Survey (NLS) of Youth Labor Force Behavior sponsored by the Department of Labor. The methodology, sampling procedures, test administration, and data quality controls used in the execution of the Profile of American Youth Study are described. (Author).

Book excerpt: In 1980, the Department of Defense (DoD) and the Military Services, in cooperation with the Department of Labor, sponsored a large-scale research project to assess the vocational aptitudes of American youth. A national probability sample of approximately 12,000 young men and women, selected from participants in the National Longitudinal Survey (NLS) of Youth Labor Force Behavior, were administered the Armed Services Vocational Aptitude Battery (ASVAB). The young people tested were representative of all youth in the United States, ages 16 through 23 years old. The analyses conducted in the profile study focused upon young people who were 18 through 23 at the time of ASVAB testing. The ASVAB is used by the Military Services to determine eligibility for enlistment and qualification for assignment to specific military jobs.

Gifford In the United States, the standardized test has become one of the major sources of information for reducing uncertainty in the determination of individual merit and in the allocation of merit-based educational, training, and employment opportunities. Most major institutions of higher education require applicants to supplement their records of academic achievements with scores on standardized tests. Similarly, in the workplace, as a condition of employment or assignment to training programs, more and more employers are requiring prospective employees to sit for standardized tests. In short, with increasing frequency and intensity, individual members of the political economy are required to transmit to the opportunity marketplace scores on standardized examinations that purport to be objective measures of their abilities, talents, and potential. In many instances, these test scores are the only signals about their skills that job applicants are permitted to send to prospective employers. THE NATIONAL COMMISSION ON TESTING AND PUBLIC POLICY In view of the importance of these issues to our current national agenda, it was proposed that the Human Rights and Governance and the Education and Culture Programs of the Ford Foundation support the establishment of a ''blue ribbon" National Commission on Testing and Public Policy to investigate some of the major problems, as well as the untapped opportunities, created by recent trends in the use of standardized tests, particularly in the workplace and in schools.

In 1980, the Department of Defense and the Military Services, in cooperation with the Department of Labor, sponsored a large-scale research project to assess the vocational aptitudes of American youth. A national probability sample of approximately 12,000 young men and women, selected from participants in the National Longitudinal Survey (NLS) of Youth Labor Force Behavior, were administered the Armed Services Vocational Aptitude Battery (ASVAB). The results will be analyzed to identify subgroup differences in test performance. The subgroup variables selected for analysis are age, sex, race/ethnicity, level of education, socioeconomic status, and geographic region. Subgroup comparisons will be made on the basis of Armed Forces Qualification Test (AFQT) scores, ASVAB composite scores, and an estimate of reading ability. The ASVAB scores will also be used to estimate the numbers and percent of 1980 youth population subgroups eligible for military enlistment, based on 1981 Service aptitude standards. (Author).

Book excerpt: Although ability testing has been an American preoccupation since the 1920s, comparatively little systematic attention has been paid to understanding and measuring the kinds of human performance that tests are commonly used to predictâ€"such as success at school or work. Now, a sustained, large-scale effort has been made to develop measures that are very close to actual performance on the job. The four military services have carried out an ambitious study, called the Joint-Service Job Performance Measurement/Enlistment Standards (JPM) Project, that brings new sophistication to the measurement of performance in work settings. Volume 1 analyzes the JPM experience in the context of human resource management policy in the military. Beginning with a historical overview of the criterion problem, it looks closely at substantive and methodological issues in criterion research suggested by the project: the development of performance measures; sampling, logistical, and standardization problems; evaluating the reliability and content representativeness of performance measures; and the relationship between predictor scores and performance measuresâ€"valuable information that can also be useful in the civilian workplace.
