In Modernizing Patriarchy, Katja Žvan Elliott examines why women’s rights advances are lauded in Morocco in theory but are often not recognized in reality, despite the efforts of both Islamist and secular feminists. In Morocco, female literacy rates remain among the lowest in the region; many women are victims of gender-based violence despite legal reforms; and girls as young as twelve are still engaged to adult men, despite numerous reforms. Based on extensive ethnographic research and fieldwork in Oued al-Ouliya, Modernizing Patriarchy offers a window into the life of Moroccan Muslim women who, though often young and educated, find it difficult to lead a dignified life in a country where they are expected to have only one destiny: that of wife and mother. Žvan Elliott exposes their struggles with modernity and the legal reforms that are supposedly ameliorating their lives. Book excerpt: In spite of the increasing attention attributed to the rise in prominence of the BRICS (Brazil, Russia, India, China and South Africa) countries, few studies have looked at the ways in which broader social expectations with respect to the role of higher education across the BRICS have changed, or not, in recent years. Our point of departure is that, contrary to the conventional wisdom focusing on functionalistic perspectives, higher education systems are not just designed by governments to fulfill certain functions, but have a tendency for evolving in a rather unpredictable fashion as a result of the complex interplay between a number of internal and external factors. In reality, national higher education systems develop and change according to a complex process that encompasses the expectations of governmental agencies, markets, the aspirations of the population for the benefits of education, the specific institutional traditions and cultures of higher education institutions, and, increasingly so, the interests and strategies of the private firms entering and offering services in the higher education market. This basically means that it is of outmost importance to move away from conceiving of "universities" or "higher education" as single, monolithic actors or sector. One way of doing this is by investigating a selected number of distinct, but nonetheless interrelated factors or drivers, which, taken together, help determine the nature and scope of the social compact between higher education (its core actors and institutions) and society at large (government, industry, local communities, professional associations).

'Lisbon and Portugal's best days are behind them' is a common theme put forward by writers who focus their attention on the golden era of Portuguese discoveries, the Empire and the role of Lisbon as a major Atlantic power. Neill Lochery's book demonstrates that Portugal is not suffering from such inevitable decline. In 1974 a dramatic overnight coup led to the fall of the 'Estado Novo' dictatorship in Portugal - in Lisbon the events became known as the Carnation Revolution. As the colonies collapsed, the United States helped airlift 13,000 refugees from Angola back to Portugal as US Secretary of State Henry Kissinger maneuvered to advance the moderate side of the government in Lisbon over the radicals and thus guarantee US interests. As Neill Lochery argues, one of the major misunderstandings of the post-revolution era in Portugal has been the concentration on domestic over international factors in helping to shape its story. Having emerged from its twentieth century financial crisis and bail out and thus 'out of the shadows', he argues that Portugal is a country of huge relevance to the present day and of great future significance to the European continent. Indeed, the strengthening of bonds between Portugal and its European neighbours can be seen to be more important than ever, given the heightened tensions in European politics, the refugee crisis and the prospect of a changing European Union.
