After brief service in Gallipoli he was assigned to the War Office, where he gathered intelligence on the Balkans and daily influenced British policy through his knowledge of that area and his ability to get on with the right people. At the end of the war he served as an "agent on mission" in southeastern Europe and was a member of the British delegation at the Paris Peace Conference. Vehemently anti-Italian, Temperley was instrumental in frustrating Italian Irredentist aims along the eastern Adriatic. Later he represented Britain on the Albanian boundary commission and served as a special advisor to A. J. Balfour with Britain's League of Nations delegation in Geneva in 1921." "Between the wars Temperley continued to mingle with persons in the highest echelons of government and academic affairs throughout Britain, Europe, and America. He gained notoriety for his compilation (with G. P. Gooch) of British Documents on the Origins of the War. This tempestuous story adds substantially to U. F. G. Eyck's biography of Gooch. Temperley also initiated The (Cambridge) Historical Journal and wrote a textbook (with A. J. Grant) entitled Europe in the Nineteenth and Twentieth Centuries, which is still used in many British educational institutions. His most famous pupil was Herbert Butterfield, whose seminal idea and book, The Whig Interpretation of History, was influenced by continuous contacts with his mentor at Peterhouse." "As president of the International Historical Congress as well as through a continuous outpouring of scholarly works, Temperley was an influential figure in the historical profession in the 1930s. However, his greatest influence occurred in the public realm when Neville Chamberlain read Temperley's book The Foreign Policy of Canning as he was formulating plans for a settlement of the Czechoslovakian problem in 1938. Book excerpt: Early in World War II censors placed all photographs of dead and badly wounded Americans in a secret Pentagon file known to officials as the Chamber of Horrors. Later, as government leaders became concerned about public complacency brought on by Allied victories, they released some of these photographs of war's brutality. But to the war's end and after, they continued to censor photographs of mutilated or emotionally distressed American soldiers, of racial conflicts at American bases, and other visual evidence of disunity or disorder. In this book George H. Roeder, Jr., tells the intriguing story of how American opinions about World War II were manipulated both by the wartime images that citizens were allowed to see and by the images that were suppressed. His text is amplified by arresting visual essays that include many previously unpublished photographs from the army's censored files. Examining news photographs, movies, newsreels, posters, and advertisements, Roeder explores the different ways that civilian and military leaders used visual imagery to control the nation's perception of the war and to understate the war's complexities. He reveals how image makers tried to give minorities a sense of equal participation in the war while not alarming others who clung to the traditions of separate races, classes, and gender roles. He argues that the most pervasive feature of wartime visual imagery was its polarized depiction of the world as good or bad, and he discusses individuals--Margaret Bourke-White, Bill Mauldin, Elmer Davis, and others--who fought against these limitations. He shows that the polarized ways of viewing encouraged by World War II influenced American responses to political issues for decades to follow, particularly in the simplistic way that the Vietnam War was depicted by both official and antiwar forces.

Book excerpt: As Clausewitz observed, “In war more than anywhere else, things do not turn out as we expect.” The essence of war is a competitive reciprocal relationship with an adversary. Commanders and institutional leaders must recognize shortfalls and resolve gaps rapidly in the middle of the fog of war. The side that reacts best (and absorbs faster) increases its chances of winning. Mars Adapting examines what makes some military organizations better at this contest than others. It explores the institutional characteristics or attributes at play in learning quickly. Adaptation requires a dynamic process of acquiring knowledge, the utilization of that knowledge to alter a unit’s skills, and the sharing of that learning to other units to integrate and institutionalize better operational practice. Mars Adapting explores the internal institutional factors that promote and enable military adaptation. It employs four cases, drawing upon one from each of the U.S. armed services. Each case was an extensive campaign, with several cycles of action/counteraction. In each case the military institution entered the war with an existing mental model of the war they expected to fight. For example, the U.S. Navy prepared for decades to defeat the Japanese Imperial Navy and had developed carried-based aviation. Other capabilities, particularly the Fleet submarine, were applied as a major adaptation. The author establishes a theory called Organizational Learning Capacity that captures the transition of experience and knowledge from individuals into larger and higher levels of each military service through four major steps. The learning/change cycle is influenced, he argues, by four institutional attributes (leadership, organizational culture, learning mechanisms, and dissemination mechanisms). The dynamic interplay of these institutional enablers shaped their ability to perceive and change appropriately.
