The first part of this report lays down a framework for the analysis of the health care facilities within national health systems on a ba- sis of regionalization. It was found that in some countries unaware- ness of the defined and assigned functions of particular health care units led to duplications of services and lack of coordination be- tween them. A model for the functional programming of regionalized health services offers means of remedying this. In the second part of the report, all the architectural findings are analysed. The section of the design, flexibility, and layout of buildings of different si- zes draws attention to a number of changes that could prove existing and future health facilities. Basic installations testified to the disparities between urban and rural areas in most of the countries. Almost all the facilities visited were connected to an electricity network. The penultimate section deals with medical and other equip- ment, and the final section with means of communication.

The major communicable diseases such as AIDS, TB and malaria often appear in parallel with growing non-communicable diseases including heart disease and diabetes, and yet resources are often less than the levels recommended by the World Health Organisation for basic health care.
