This work provides an overview of the various territorial development processes, inclusive of both individual and collective actions. In pursuance of its objectives, the book re-examines the classical concepts of governance and regulation in order to position them in an integrative model of the initiatives which contribute dynamically to territorial development. According to this model, the concepts of governance and regulation become two axes, revealing four main reference situations which differentiate between the local initiatives (ground-up) and public actions (top-down) that coexist in a territory. The model emphasizes the need to consider the place of territorial stakeholders in regulatory processes. The book enriches this concept, familiar in a legislative context, and describes it as an area of influence of and negotiation with shareholders. It contributes to a territorial governance system which encourages development offers. It reveals the inseparable link between influence and development processes that lead to value creation. The logic of governance specifies the various sources of value creation, while the logic of regulation seeks to maximize the acceptability of such value creation by making it into an attractive proposition for stakeholders.

This book starts with a seminal contribution by Sen on the "Ends and Means of Sustainability" delivered as a keynote in 2000. All contributions to the book focus on the difficulties that arise from a freedom-oriented view of sustainability: they argue for taking note of the impact of human life on nature, they question the meaning of intergenerational justice when measured in the currency of "substantive freedoms" (capabilities), they raise the issue of collective responsibility and suggest ways to model and operationalize the capability approach to sustainable development. The book presents the state of the art concerning "The capability approach and sustainability" while admitting that it is only a first contribution to a growing field that deserves our attention: Defining what is to be sustained and asking how it can be sustained. In-depth data analysis, interviews with stakeholders, and on-the-ground documentation are used to paint a portrait of green neighborhoods in both large and small cities, and to shed light on the diversity of outcomes and the intricate web of interests leading to each one. In the Israeli cases, these dynamics reflect the fact that the private sector has become increasingly dominant in the residential building field, following a decades-long process in which the welfare state has shrunk, and the government has distanced itself from large social programs.The French solution to this dilemma is to mandate the inclusion of subsidized housing within its ecoquartiers, with the declared aim of promoting a diverse 'social mix' of population. Green building has yet to prove itself as a solution for the masses. The sale price of an apartment in a certified green building is significantly higher than what would be justified by either the additional construction costs required to build it, or the energy and water saving potential that can be realized by using it. The tale of two countries presented here suggests that neither the mechanisms of the market nor the proclamations of a welfare state can easily overcome this dilemma. What is needed is a new type of thinking, which can only emerge once the concept of "value" reflects not only the realities of a free-market economy, but also those of a planet which turns out to be distinctly limited in its resources.
