Book excerpt: The existing Sacramento River basin bypass system is the backbone of the Sacramento River Flood Control Project, as it conveys peak flood flows through the Sacramento Valley and to the Sacramento-San Joaquin River Delta. The bypass system currently includes the Sutter and Yolo bypasses and their primary control features - the Moulton, Colusa, Tisdale, Fremont, and Sacramento weirs/bypasses. The State of California is beginning to look at expanding portions of the bypass system, to increase its capacity and subsequently decrease peak flow likelihoods in mainstem rivers that run through communities in the Sacramento Valley and Delta regions. This is particularly important with the uncertainty of future flood frequencies, in part due to climate change. This study creates a pre-reconnaissance model of the Sacramento Valley flood management system to provide rapid preliminary modeling, conceptual understanding, and proof of concept regarding how critical components of this system interact during major storms to protect different parts of the Sacramento Valley, and how expansions of various elements of the system may reduce flood damage at various locations. The expansions included in the model increase the overall capacity and flexibility of the bypass system to deal with higher flood flows in a range that have a significant probability of future occurrence. In addition, the expansions reduce the cumulative flood damages expected during large floods. The software used in this study is HEC-ResFloodOpt (Hydrologic Engineering Center's Reservoir Flood Control Optimization Program). The improvements examined include widening of the Sutter Bypass, Fremont Weir, Yolo Bypass, Sacramento Weir/Bypass, the addition of Cherokee Bypass, and several combinations of those expansions. It was found that, of all the expansions to the system, the Fremont Weir is the "bottleneck" of the Sacramento River Flood Control Project and the widening of this feature has potential to greatly reduce expected flood damages from extreme events.

Book excerpt: Hydro-economic models have been vital to the planning and management of California's water resources, where both surface and groundwater are used to satisfy water demands. A conjunctive use hydro-economic optimization model is proposed, the Sacramento Valley Model (SMV), applied to the entire Sacramento Valley, CA. The SVM is built on previous optimization and simulation models. It is a generalized model taking data from any integrated water resource network and proceeds to optimization. The SVM will also be connected to HydroPlatform, an open source geographically based model platform where the entire network is built and includes hydrologic flows, water management infrastructure, economic water demands, and operating costs. The SVM employs non-linear deterministic multi-period optimization and produces time-series of optimal water allocations, storages and flows throughout the water resource network and for the entire modeled time-horizon. The SVM shows potential water management and economic benefits in managing both surface and groundwater conjunctively while groundwater resources used for water storage can reduce the impacts of climate change on California's water resources.

An economic model, SWAP (State Wide Agricultural Production) is used in conjunction with a hydrological model, Water Evaluation and Planning system Version 21 (WEAP). SWAP (Howitt, 2001) is a Positive Mathematical Programming (PMP) calibrated optimization model that uses a deductive method of water valuation at the regional level. WEAP (Yates et al. 2005a, b) is a climate driven water resource model which contains monthly regional climate data and simulates hydrological systems and several water uses. A maximum entropy model is used as a disaggregation procedure of land use from SWAP (aggregate) to WEAP (disaggregated) at the regional level. The model linkage method uses the demand priority system implemented in WEAP as a step function to depict regional demand functions from SWAP. Cropping decisions from SWAP are used in a modified version of WEAP, ECONWEAP, with a representation of water demand tranches through the demand priorities. A comparison between WEAP and ECONWEAP addresses the efficiency of the integration. A complete analysis of water demand coverage per region demonstrates the feasibility of the integration between WEAP and SWAP. This analysis shows that ECONWEAP economically allocates water throughout the regions obtaining a hydrological and economically consistent model which presents a set of initial steps towards the integration of an economic and a hydrological model for water analysis in California. A series of improvements and limitations are described in this paper for future study references.

The report describes studies of alternative measures for flood control in the American River Watershed predicated on the assumption that Auburn Dam as previously authorized will not be constructed. Studies have focused on (1) definition of flood problems in the watershed, (2) formulation and evaluation of alternative plans for detailed development in future feasibility studies, (3) development of a management plan for the feasibility studies, and (4) identification of a non-federal sponsor for the feasibility study. The primary study area included the lower American River between Nimbus Dam and the Sacramento River and the Natomas area and vicinity of Sacramento. Other areas considered were the American River and its tributaries upstream from Nimbus Dam, Sacramento River from the American River upstream to the Sacramento Weir, and Yolo Bypass and its immediate tributaries and distributaries. Major flood control facilities and features in the study area are 400,000 acre-feet (ac-ft) of seasonally dedicated space in Folsom Reservoir, located about 25 miles east of Sacramento, and a complex system of levee and channel improvements downstream along the American and Sacramento Rivers and in the Yolo Bypass.
