Performance tests are intended to extend service life by guiding material selection (i.e., asphalt binder and aggregate) and proportions (i.e., asphalt content and gradations). The synthesis provides examples of engineering tools used in the development and implementation of performance specifications for asphalt mixtures, examples of the contents of performance-based specifications (PBS) currently used or in development, information on test program implementation and research efforts related to PBS for asphalt mixtures, and the reported benefits and challenges with implementing PBS. Information for this report was acquired through a literature search, a survey of the use of performance specifications for asphalt mixtures, and seven case examples from six state departments of transportation, and the city of Edmonton, Alberta, Canada.

Book excerpt: In 2000, the Virginia Department of Transportation's (VDOT) Chief Engineer asked the Virginia Transportation Research Council to develop a vision of how and when VDOT would have a working end-result specification for hot-mix asphalt. The response to that question was that it would take several years and many steps to achieve. This report discusses the next step in that ongoing effort, which includes the development and simulated application of two statistical quality assurance (SQA) special provisions, one for asphalt concrete material and the other for asphalt concrete pavement. The criteria for these prototype SQA provisions included the application of standard national terminology and approach, a firm basis in existing VDOT specifications, and quality characteristics that represent the best practical performance measures. This report describes the outcome of a "shadow" application of the proposed SQA specifications to a subset of Virginia's annual maintenance-resurfacing projects. Although the involved production and placement activities were not subject to the requirements of the SQA specifications, the sampling and testing were designed to represent what would have been required had the special provisions been in effect. The study further determined the likely acceptance outcome for each shadow project and explored future modifications to specification limits and pay adjustment criteria. The most desirable benefit from effective end-result specifications stems from the ability to rededicate available inspection to those key production and placement processes (e.g., joint tacking and surface preparation) that cannot be measured upon delivery to the owner/agency. A less desirable, but more tangible, financial benefit results when these specifications permit a reduction in the overall inspection force. One conservative estimate suggests that VDOT could save more than $2 million per year in inspector salaries through an end-result specification for acceptance of hot-mix asphalt pavements

Book excerpt: TRB's National Cooperative Highway Research Program (NCHRP) Report 704: A Performance-Related Specification for Hot-Mixed Asphalt provides a proposed performance-related specification (PRS) for hot-mix asphalt (HMA) in the form of the Microsoft Windows-based Quality-Related Specification Software (QRSS). The QRSS is a stand-alone program for Microsoft Windows (versions XP and 7) that employs a database of pre-solved solutions of the Mechanistic-Empirical Pavement Design Guide. The program is capable of (1) calculating the predicted rutting, fatigue cracking, and low-temperature (thermal) cracking of an HMA pavement from the mix volumetric and binder and aggregate properties of the as-designed HMA (typically the job mix formula) and (2) comparing them with predictions calculated from the contractor's lot or sub-lot quality assurance data for the same properties.

The advantages and limitations of the tests are described for measuring the desired property, and engineers can specify a test according to the material’s use. The book starts with a resume of specifications and their relative advantages and disadvantages for different situations. Then different properties are discussed in terms of: their specification; the test methods that can be used (primarily the EN 12697 suite of European methods, of which the author has been responsible for drafting); the extent to which the results predict performance; the levels that can be achieved with different asphalt mixes and types; what levels, if any, should be specified in various situations and pavement layers; and which other properties are adversely affected by enhanced performance. The final section covers various aspects of sustainability, with a strong emphasis on durability. Better understanding should enable clients and consultants who specify pavements to produce durable asphalt pavements more economically, and also help asphalt producers and students trying to understand the black art of asphalt.

Book excerpt: This report presents an Executive Summary of a comprehensive study conducted by ASU regarding a series of 11 separate projects relating to the implementation of the ME-PDG (developed under NCHRP 1-37A and NCHRP 1-40D)for the state of Arizona. The individual study project reports deal with the characterization of a variety of AC Binder types used by ADOT (Project 2); characterization results of E* Master Curve results for typical AC mixtures used in Arizona (Project 3); the characterization of these typical ac Mixtures for Thermal Fracture (Project 4), Permanent Deformation (Project 5), and Load associated Fatigue (Project 6). In addition, recommendations are made in Project 7 regarding the implementation of the SPT for AC Mixtures. Projects 8 & 9 focus on unbound bases/subbases and subgrades. Project 8 describes the results on non-linear Mr response on as variety of typical unbound bases and subgrades. Project 9 deals with the development of an unbound material permanent deformation database and development of a more universal permanent strain model. In the Project 10 study report, the state of Arizona has been subdivided, on the basis of relatively unique climatic regions based upon regional geomorphology. A total of 10 climatice regions in Arizona have been developed and a listing of current EICM weather stations found in the ME-PDG are identified by climatic region. Finally, Project 11 is a very comprehensive report study of the existing ADOT traffic files for eventual inclusion with the ME-PDG. A computerized (spreadsheet) traffic database of the entire ADOT highway network was conducted This database incorporates every mile of the Arizona highway network(6 Interstates; 13 U.S. Highways and 86 state highways). Four significant traffic factors are included in the database: Average Annual Daily Traffic(AADT), Annual Growth Rate (rg), Percent Trucks (pt), and Vehicle Classification Percentage (VCP). Relatively homogeneous traffic units were selected based on existing ADOT HPMS and VCP stations.
