Book excerpt: La mise en oeuvre des changements éducatifs et particulièrement l'adoption de l'approche par compétences (APC) en Afrique Sub-Saharienne se réalise non sans difficulté. À quoi sont liées les difficultés constatées lors de l'implantation de l'APC en Afrique Sub-Saharienne? À la pertinence de l'APC au regard des besoins des pays concernés? À sa conception et à sa planification? Ou encore à son opérationnalisation et aux mécanismes de régulation mis en place? La présente étude s'intéresse à l'implantation de l'APC dans la formation professionnelle en Côte d'Ivoire. Son objectif principal consiste à analyser ces éléments à travers la perception des acteurs du système de formation professionnelle. Les objectifs spécifiques sont notamment d'analyser la pertinence de l'APC par rapport aux enjeux de la formation professionnelle en Côte d'Ivoire; d'analyser la conception et la planification de la réforme selon l'APC; d'analyser l'opérationnalisation de la réforme et enfin d'analyser les mécanismes de régulation de l'APC en vue de proposer des améliorations. Cette étude permet de documenter la perception des acteurs du système de formation professionnelle sur l'implantation de l'APC. Soutenue par une recension des écrits sur l'implantation de l'APC en Afrique Sub-Saharienne, sur les changements organisationnels et planifiés en éducation, l'étude a mené à des réflexions sur les changements en éducation. Celles-ci s'appuient sur la théorie de l'adaptation mutuelle de Berman et McLaughlin (1977, cités par Savoie-Zajc, 1993) et sur celle du développement organisationnel. Ces théories ont permis de discuter les résultats. Cette recherche qualitative est de type évaluatif, la collecte des données a été effectuée à l'aide d'un guide d'entrevue. Les participants sont les représentants du monde professionnel (Coordonnateurs privés de branches professionnelles), les représentants du monde de la formation (Directeurs centraux, Inspecteurs de spécialité, Chef d'établissements, Coordonateurs publics de branches professionnelles, Enseignants) et les représentants des élèves (Représentants de conseil de gestion des établissements). Vingt-trois entrevues semi-dirigées ont été réalisées. Les participants font partie des acteurs stratégiques et des acteurs opérationnels de la réforme. Le modèle de l'analyse de l'implantation de Love (2004) constitue la base méthodologique de cette étude. Il a servi pour l'élaboration du guide d'entrevue et de cadre d'analyse des résultats. Il comprend quatre dimensions : l'analyse des besoins et de la faisabilité de l'APC dans la formation; la conception et la planification de l'APC; l'opérationnalisation de l'APC et, l'amélioration de l'APC. Le logiciel QDA-Miner a servi pour codifier et regrouper les résultats en catégories sur la base d'une analyse de contenu. Ils sont présentés en quatre points suivant le cadre d'analyse de l'implantation de Love (2004). Sur la pertinence de l'APC en réponse aux enjeux de la formation professionnelle, les résultats montrent, une adéquation de l'APC pour répondre aux enjeux du système économique, par la mise à disposition d'une main-d'oeuvre qualifiée. Cette pertinence s'observe aussi selon les répondants par sa contribution à l'employabilité des jeunes et à leur insertion dans le tissu social. Cette pertinence se situe également au niveau des démarches et des possibilités que cette approche offre pour la restructuration du système de formation. Sur les volets de la planification et de la conception de la réforme, les résultats révèlent deux aspects principaux. Le premier montre que le choix de l'APC par les autorités ivoiriennes est issu des recommandations internationales pour la normalisation des systèmes éducatifs et par les insuffisances du système de formation professionnelle. Le second révèle selon les répondants les ressources prévues sur les plans humain, organisationnel et matériel, technique, financier et institutionnel sont en lien avec les exigences de l'APC. L'opérationnalisation de la réforme met en évidence selon les participants, des points positifs qui soutiennent l'implantation de l'APC sur les plans humains, organisationnels et matériels, techniques, institutionnels et financiers et révèle aussi des points négatifs sur ces mêmes aspects. Les résultats de cette dimension montrent qu'il existe un risque d'échec de l'implantation. Les résultats relatifs à l'amélioration du programme révèlent les mécanismes de régulation de la réforme notamment les organes de pilotage, les organes opérationnels et les procédures mises en place pour soutenir l'implantation. Ces organes de régulation existent, mais leur fonctionnement reste difficile à cause des problèmes institutionnels et financiers. Ces résultats présentent également les recommandations des répondants sur les aspects humain, organisationnel et matériel, financier, technique et institutionnel, pour améliorer l'implantation de l'APC.
