Book excerpt: Apparatus for nuclear transmutation and power production using an intense accelerator-generated thermal neutron flux. High thermal neutron fluxes generated from the action of a high power proton accelerator on a spallation target allows the efficient burn-up of higher actinide nuclear waste by a two-step process. Additionally, rapid burn-up of fission product waste for nuclides having small thermal neutron cross sections, and the practicality of small material inventories while achieving significant throughput derive from employment of such high fluxes. Several nuclear technology problems are addressed including 1. nuclear energy production without a waste stream requiring storage on a geological timescale, 2. the burn-up of defense and commercial nuclear waste, and 3. the production of defense nuclear material. The apparatus includes an accelerator, a target for neutron production surrounded by a blanket region for transmutation, a turbine for electric power production, and a chemical processing facility. In all applications, the accelerator power may be generated internally from fission and the waste produced thereby is transmuted internally so that waste management might not be required beyond the human lifespan.

Advances in high-current linac technology have provided a basis for the development of credible designs for the required accelerator, which has a nominal 1.6-GeV energy, and a 250-mA cw current. A beam with these parameters incident on a liquid lead-bismuth (Pb-Bi) target can generate a thermal neutron flux of up to 5 × 1016 n/cm2-s in a cylindrical blanket surrounding the spallation source. This high flux can produce tritium through the 6Li(n, [alpha])T or 3He(n, [gamma])T reactions, or can burn long-lived actinides and fission products from nuclear waste through capture and fission processes. In some system scenarios, waste actinides and/or other fissile materials in the blanket can produce sufficient fission energy to power the accelerator.

Minimization, and ultimately elimination, of HEU in civilian research reactors worldwide has been a goal of U.S. policy and programs since 1978. Today, 74 civilian research reactors around the world, including 8 in the United States, use or are planning to use HEU fuel. Since the last National Academies of Sciences, Engineering, and Medicine report on this topic in 2009, 28 reactors have been either shut down or converted from HEU to low enriched uranium fuel. Despite this progress, the large number of remaining HEU-fueled reactors demonstrates that an HEU minimization program continues to be needed on a worldwide scale. Reducing the Use of Highly Enriched Uranium in Civilian Research Reactors assesses the status of and progress toward eliminating the worldwide use of HEU fuel in civilian research and test reactors.

Book excerpt: Nuclear waste transmutation is an important option for the development of advanced fuel cycle and effective nuclear waste management. The electron accelerator driven system (ADS) was investigated in the study for nuclear waste transmutation as an alternative to proton based ADS. Target design and optimization was carried out to obtain maximum neutron generation. Subcritical core design based on single and multiple targets was investigated. System performance between electron-based ADS and proton-based ADS was compared in terms of neutron generation rate, transmutation efficiency and power generation. It was determined that the electron-based target was capable of providing high neutron flux, small target geometry size, small scale subcritical core, and low radiation damage. Multiple target design in the electron-driven ADS was also explored to flatten power distribution in the ADS subcritical core. Regarding transmutation, the power peaking factors in both the electron- and proton- ADS increase ~ 10% during the burnup period of 700 days. Thermal power in proton ADS is higher than that of electron ADS by a factor ~ 20. The transmutation effectiveness of preliminary electron-based ADS is smaller by a factor of 11 compared to preliminary proton-based ADS. Proton ADS has higher radiation damage to target materials and surrounding materials. The capital cost for electron-based and proton-based accelerator facility is fairly comparable with the cost of proton-based facilities being slightly higher by a factor of 20%. Comparing with the proton-driven ADS, the electron-driven ADS pros include small target size and small core scale, multiple target possibility for low PPF, low radiation damage to target surroundings, wide availability electron beam at ~100 MeV, and low capital cost of electron accelerator facility. There are also aspects against electron-driven ADS, including low efficiency of neutron generation rate, low transmutation efficiency, low thermal power, and elec.

This so-called spallation process generates large numbers of neutrons (around 20 to 30 per proton) amid the atomic debris. These neutrons are of high value because they can be used to transmute neighboring atoms by neutron capture. Three distinct ADT2 program elements will be described. These are ADEP - accelerator-driven energy production, ABC - accelerator based conversion (of plutonium) and ATW - accelerator transmutation of waste.
