In operational design, commanders failed to define an objective, lacked sufficient mass, and did not include alternative plans based on potential enemy actions. During planning and preparation, the Allies misjudged the enemy's center of gravity and failed to exploit valuable intelligence. During execution, operational leadership lacked initiative. Finally, the complexity and tensions created by the combined operation made unity of effort difficult. These lessons should benefit future operations.

The operation's objective of cutting German lines of communication and thereby turning German defenses on the Gustav Line would force a German retreat that would liberate Rome was a failure. The American commander, Major General John P. Lucas, has been frequently maligned for failing to use greater initiative in quickly seizing the Alban Hills as soon as the Allies landed at Anzio. The assault on his military skills is not justified. Had General Lucas seized the Alban Hills, as the plan intended, he would likely have lost his entire Corps to German counterattack. This paper addresses the strategic and operational facets of the plan to seize the Alban Hills. General Lucas was probably not the best choice to lead the Anzio landing. Nevertheless, he took what would prove the best course of action to deal with the circumstances in which he found himself and VI Corps at Anzio.

Achieving complete surprise, the Allies made a successful landing at Anzio, but paused rather than pushing quickly inland, a delay which gave the Germans time to seal off the area and to counterattack the beachhead. Heavy fighting took place until early March, during which the Americans and British were nearly driven into the sea, after which a stalemate was reached. In the following months the Allied forces were reinforced and in late May a breakout was made with the strategic intention of cutting off the Germans retreating from the Gustav line, which had now been pierced. However, General Mark Clark redirected the main effort of the Anzio forces towards the capture of Rome, permitting most of the enemy to escape and to fight another day. An operation that cost thousands of lives for disputed benefits, SHINGLE remains a controversial subject.

Also compared for each side are the quality of senior leadership, previous combat experience, the quality and quantity of manpower replacements, and available artillery resources. This thesis concludes that the Third Infantry Division’s battlefield success at Anzio-Nettuno appears to have been, to a large extent, a result of the quality and stability of the division’s senior leadership, failures and missteps on the part of the higher German command echelons, the division’s masterful employment of field artillery, and a highly effective training program.

Since VI Corps included British as well as American units, and the high command in Italy was in British rather than in American hands, the battle to maintain the Anzio beachhead was an Allied rather than an exclusively American operation. Essentially, this narrative of Anzio is confined to the first six weeks of bitter struggle to hold the beachhead against German attacks designed to drive the Allied forces from their foothold, a period which ended on 3 March. Thereafter, until the Allied offensive of May, the Anzio beachhead was a static and relatively quiet front. Then the beachhead forces spearheaded the drive that led to the capture of Rome. Only a sketch of this final and decisive phase of the Anzio operation is included in this narrative.

As a result, during 1941–45, the US Army had to add amphibious assault to its list of combat capabilities. Officers and troops from across the US Armed Forces had to develop the techniques and technologies to assault the coasts of Axis-occupied Europe, from logistics to beach assault and beachhead consolidation, and more. In order to win and hold a contested beachhead in the face of bitter enemy resistance, the amphibious-warfare specialists played a variety of essential battlefield roles; if the US troops could not establish a beachhead quickly, they risked being thrown back into the sea. For their part, the Germans had to devise a practical defensive doctrine that made the most of the limited resources and troops available and the terrain. The German infantry defenders immediately around the landing areas had to be able to call upon support from nearby artillery, mechanized troops, and armoured forces to have a chance of containing the enemy beachhead. This illustrated study analyses the specialist beach-landing troops involved in three key battles – the Allied amphibious landings at Salerno and Anzio in Italy, and Omaha Beach in Normandy – focusing upon the US Army's various types of beach-assault specialists and their German opponents, whose combat experience and effectiveness varied considerably. Each of the three featured battles is then examined in detail, exploring how the Germans made defensive preparations; how the US troops planned to overcome them; and the immediate actions undertaken by the US amphibious specialists and their German opponents both during and following the main assault landings.
