Book excerpt: Approximately 4.1 million people live in the three states of the Yucatán Peninsula: Quintana Roo, Yucatán, and Campeche. Some 30 municipalities are in a coastal territory of almost 2,000 linear kilometers, from the oil fields of the Gulf of Mexico to the world-renowned beaches of Cancún, just north of the second-largest barrier reef in the world. The peninsula's natural assets also include notable Mayan temples. With poverty far from eliminated, and with economic development opportunities beckoning in agriculture, manufacturing, and hydrocarbon development, the region is under growing risks from environmental hazards. Oil spills, hurricanes, coral bleaching, extreme flooding, and erosion have all been experienced in this region over the past decade. Based on preliminary identification of environmental priorities, Opportunities for Environmentally Healthy, Inclusive, and Resilient Growth in Mexico's Yucatán Peninsula explores selected topics that aim to inform decision making in the region. A general context of integrated coastal zone management is used to explore issues, constraints, and potential solutions, and the role of geomorphology is examined with a view to identifying how shore management plans can contribute to improved coastal management. Economic studies find that the main environmental health risks in the peninsula result in more than 1,000 premature deaths every year and in more than 9.36 million days lost to illnesses. These risks generate substantial economic losses, representing 2.2†“3.3 percent of gross regional income. Scenarios relating to the economic cost of extreme weather events generate similar levels of damages: 1.4†“1.5 percent of GDP in 2020 and 1.6†“2.3 percent of GDP in 2050. A social accounting matrix examines the social and environmental interconnectedness to the various parts of the economy, and an institutional analysis considers the mandates of existing institutions in the states, and of the contribution that regulatory measures may make to environmentally sustainable development without undermining economic growth prospects.

Book excerpt: Whether in the northern provinces of Argentina, the central states of Mexico, or the southern states of the United States, less-than-democratic subnational regimes are often found within democratic national political systems. However, little is known about how or if these subnational pockets foster political attitudes and behavior that threaten the democratic norms that exist at the national level. Life in the Political Machine offers one of the first systematic explorations of the ways in which subnational "dominant-party enclaves" influence citizens' political attitudes and behaviors through a focus on the provinces and states of Argentina and Mexico. Specifically, the authors find starkly divergent patterns of political attitudes and behaviors among citizens in dominant-party enclaves as opposed to those living in competitive multiparty systems. In the latter, the authors find a political culture that approximates what scholars have long documented in established democracies. In the former, they uncover three factors--the politicization of the rule of law, an uneven electoral playing field, and the partisan cooptation of state resources--that strongly shape citizens' understanding of democratic principles, accountability, and political participation. The authors argue that this environment erodes public support for democracy at the national level and that these local strongholds of illiberalism thus provide added fuel to the recent drift from democracy globally. Ultimately, this book calls for greater attention to subnational variations in citizens' political attitudes and behaviors in order to more fully understand the process through which a national democratic political culture can emerge.

Water resources--sometimes scarce, often damaged, and always under-valued--are among the major reasons why food and water security rank high every year in the World Economic Forum's major global risk analysis. A stable and sustainable food system is critical to society's survival. This Handbook shows that keeping the food system stable comes at the expense of the environment, especially of water resources and those who consume and manage them. The way the food system operates reflects hard political realities. Rather than pay for the environmental costs of sustainable production, society expects food at ever lower prices. Governments reflect their electorates in this regard. Given that farm production may account for as little as 10% of the food value chain in wealthy economies, it is striking that governments have been unwilling (or unable) to put in place the essential laws and accountability that would enable famers to ensure both production and stewardship. Corporate food traders, food manufacturers, and retailers on the other hand operate in markets that make profits and pay taxes. But these corporations are not contractually bound to utilize highly nutritious, sustainably produced food commodities. The articles in this Oxford Handbook have been written by water and food system scientists and professionals, including farmers, rarely heard voices who understand the problems of food producers, food manufacturers, and regulating markets and public policy. The articles address the blind spots of society and its public policymakers, demonstrating the importance of informing society about the consequences of its food preferences and the heroic challenges it is beginning to face. The damage we are doing to our water and soil ecosystems is as important as the damage we do to the atmosphere. Impressed by the technical and organizational advances of the past two centuries, the contributors featured in this book also take note of where economic inefficiencies and cultural deadlock in a 4,000 year old system are putting our critical food supply chains at risk.
