Its aim is to provide readers an introductory yet elaborate text on the illegal drug problem in the region. It first seeks to define and measure the problem, and then discusses some of the implications that the growth of production, trafficking, and consumption of illegal drugs had in the economies, in the social fabrics, and in the domestic and international policies of Latin American countries. This book analyzes the illegal drugs problem from a Latin American perspective. Although there is a large literature and research on drug use and trade in the USA, Canada, Europe and the Far East, little is understood on the impact of narcotics in countries that have supplied a large share of the drugs used worldwide. This work explores how routes into Europe and the USA are developed, why the so-called drug cartels exist in the region, what level of profits illegal drugs generate, how such gains are distributed among producers, traffickers, and dealers and how much they make, why violence spread in certain places but not in others, and which alternative policies were taken to address the growing challenges posed by illegal drugs. With a strong empirical foundation based on the best available data, Illegal Drugs, Drug Trafficking and Violence in Latin America explains how rackets in the region built highly profitable enterprises transshipping and smuggling drugs northbound and why the large circulation of drugs also produced the emergence of vibrant domestic markets, which doubled the number of drug users in the region the last 10 years. It presents the best available information for 18 countries, and the final two chapters analyze in depth two rather different case studies: Mexico and Argentina.

The sharp increase in the number of victims of homicide, disappearances and torture over the past decade is unparalleled in the country's recent history. According to editors Alejandro Anaya-Muñoz and Barbara Frey, the "war on drugs" launched in 2006 by President Felipe Calderón and the corrupting influence criminal organizations have on public institutions have empowered both state and nonstate actors to operate with impunity. Impunity, they argue, is the root cause that has enabled a human-rights crisis to flourish, creating a climate of generalized violence that is carried out, condoned, or ignored by the state and precluding any hope for justice. Beyond that it contributes to sustain important ecological functions and services. Yet, world-wide, increasing economic pressure threatens its viability, while young and capable labour force is attracted away to urban centres. In the Mexican state of Yucatán - where foremost indigenous Mayan people are practicing traditional farming under adverse natural conditions, using a broad variety of agro-biodiversity - these predominant trends can be observed like in a burning lens. Farming is more and more just performed for subsistence while cash for daily expenses is obtained from other sources. Aware of the sector’s benefits for society, Mexican policy makers recently put its services regarding food and livelihood security, agro-biodiversity, and maintenance of cultural heritage high on the agenda. Starting from that baseline, research teams affiliated to the University of Kassel and the Universidad Autónoma de Yucatán (UADY) conducted several interrelated research projects. All investigations are grounded in field work, including intensive interviews among local people and experts. The results are assembled in this volume.

Through a detailed exploration of this long battle for equality, this book illuminates critical moments of both struggle and triumph in the Mexican American experience. Martha Menchaca begins with the Spanish settlement of Texas, exploring how Mexican Americans’ racial heritage limited their incorporation into society after the territory’s annexation. She then illustrates their political struggles in the nineteenth century as they tried to assert their legal rights of citizenship and retain possession of their land, and goes on to explore their fight, in the twentieth century, against educational segregation, jury exclusion, and housing covenants. It was only in 1967, she shows, that the collective pressure placed on the state government by Mexican American and African American activists led to the beginning of desegregation. Menchaca concludes with a look at the crucial roles that Mexican Americans have played in national politics, education, philanthropy, and culture, while acknowledging the important work remaining to be done in the struggle for equality.
