The UN Convention on the Rights of the Child (UNCRC) comprises the potential to change the lives of children to the very best. It may exalt children from the position of marginalized citizens to the centre of policies all over the world. Even though the concept of children’s rights is omnipresent, the respect for children’s rights must be discussed. While the Convention brings the new perspective of children as citizens to the world, there are still challenges in its application. The book interrogates challenges in understanding and applying children rights and offers possible answers to these challenges. The ratification process itself, does not guarantee that children’s rights are respected. While all adults should take responsibility for implementing the UNCRC in everyday life, Early Childhood Education should give opportunities for children to learn and live their rights.

Book excerpt: This book addresses policies and strategies on internationalization across very different higher education systems globally, including inter alia from South America, Asia and Africa. The volume zooms in on the interplay between the national, institutional and “human” levels of internationalization. The latter is especially novel in that it pays particular attention to how internationalization shapes individuals – rather than only to the effects on student learning or research productivity. The work expounds on (a) the role of internationalization in fostering ethical forms of integration and preparing citizens to engage in dialogue across those differences, (b) the possible trade-offs between private benefits and negative social effects, and (c) the contribution of internationalization to a “global community of minds”. By discussing the human dimension, it becomes clear how internationalization can contribute to defining unique ways to confront today’s societal challenges. Moreover, as the world is facing unprecedented challenges in the wake of the coronavirus, a specific chapter examines how the pandemic has made diversity among different student groups more explicit and what implications this holds for the globalisation of higher education. Book excerpt: Five educational researchers, coming from a variety of higher education institutions, academic disciplines, and cultural backgrounds, met together over a three-year period to discuss the present and future of doctoral education and training in the field of education. Their hope was that the product of their discussions would enable educators and policy makers around the world to rethink, restructure, and even design new programs to prepare the rising generation of educational researchers in their countries. These differences in academic, national, and institutional perspectives led to a variety of ways, even conflicting ones, in which the quality of doctoral education and training could be improved. Based on our discussion, we came to the conclusion that there are no universal solutions to the problems involved in setting up and operating a quality doctoral program. Rather, educators would be wise to be aware of the alternatives at their disposal and make informed choices based on an understanding of the larger societal and political contexts in their states, regions, or nations. To facilitate this decision-making process, we have chosen to conclude with a set of key questions that should be addressed by those seeking to examine and improve their doctoral programs in education and briefly describe some of the alternative ways of answering these questions. Instead of passively absorbing a unified position, then, the reader is invited to join the dialogue that has taken place (and is still taking place) between and among the authors. To exemplify such a dialogue, each chapter is followed by one or two commentaries written by members of the group. We would encourage the reader to write commentaries on the individual chapters (and perhaps the commentaries), thereby engaging in a dialogue with the authors on a fairly personal level.

Book excerpt: In this book, authors showcase the worldwide spread of Workers’ Faculties as an example of both cooperation between socialist countries in education, and globalization processes in the field of education. Based on extensive research carried out in Cuban, German, Mozambican, and Vietnamese archives as well as expert interviews, it combines detailed case studies of educational transfers and policy implementation with a discussion of theoretical approaches to the study of globalization in and of education. Research on Workers’ Faculties provides an especially interesting example for the study of educational transfer between socialist countries as well as for the interplay of such transfers with processes of globalisation for two reasons. On one hand, the first Workers’ Faculties were established already shortly after the October Revolution in Russia, and Workers’ Faculties continue to exist in Cuba until today. A study of these institutions therefore provides a dynamic perspective covering the whole period of the existence of the socialist camp. On the other hand, the spread of the Workers’ Faculty idea to four continents allows for an analysis that takes into account widely differing local contexts. This book offers an analysis of general trends and particularities in the history of the global spread of the Workers’ Faculty idea and its implementation in local contexts. Finally, it discusses the results with a view towards theories of globalization in the field of education as well as of specificities of processes of “socialist globalization”.

This edition of the Statistical Yearbook is similar in structure to the 2011 edition as no significant changes have been made in terms of content or design. The Yearbook comprises four chapters. The first covers demographic and social indicators and continues to reflect special efforts to mainstream the gender perspective in statistical information and to encompass poverty-related topics. The second chapter presents economic statistics relating to trade, the balance of payments and domestic prices, as well as national accounts. The statistical series are expressed in domestic currency and constant dollars. The third chapter provides the quantitative information available on the environment. Here, priority is given to data from international sources. The electronic version also includes the data available and compiled by the Economic Commission for Latin America and the Caribbean (ECLAC) for this chapter. Given the abundance of different, sometimes conflicting, data now accessible to researchers, special attention must be paid to the data sheets on which the source of the data, their definition and coverage are specified. This information is presented in the fourth chapter, which deals with methodology and metadata, supplementing the more specific information contained in the footnotes to each of the tables.

Book excerpt: The Spanish-speaking island of Puerto Rico (also known as Borinquen) has had a complex linguistic landscape since 1898, due to the United States’ colonial imposition of English as the language of administration and education. Even after 1948, when Puerto Rico was finally permitted to hold its own gubernatorial elections and determine its own language policies, controversy regarding how best to achieve bilingualism continued. Despite many studies of the language dynamic of the island, the voices of the people who actually live there have been muted. This volume opens with a basic introduction to bilingualism, with special reference to Puerto Rico. It then showcases twenty-five engaging personal histories written by Puerto Rican language professionals which reveal how they became bilingual, the obstacles faced, the benefits accrued, and the linguistic and cultural future they envision for themselves and their children. The closing chapter analyzes the commonalities of their richly detailed stories as well as the variability of their bilingual life experiences in order to inform a more nuanced language policy for Puerto Rico. The linguistic autobiographies will resonate with bilinguals of all kinds in Puerto Rico and the Caribbean, as well as those in other countries. The main message that emerges from the book is that there are many routes to multilingualism, and one-size-fits-all language policies are doomed to miss their mark.
