Chávez and Kim Withers present an integrated and broad-ranging synthesis, while Mexican and U.S. experts assess the current state of these fragile systems and offer a framework for their restoration. Beginning with a history of the research done in this region, Coral Reefs of the Southern Gulf of Mexico covers the geography, geology, oceanography, ecology, and biodiversity of the thirty-eight “emergent” or platform-type coral reefs in the southern Gulf. The editors include chapters on the biota—from algae to fish—followed by a look at environmental impacts, both natural (such as hurricanes and red tides) and human (such as ship groundings and dredging). The book closes with a discussion of conservation issues, which is both descriptive and prescriptive in its assessment of what has been done and what should be done to protect and manage these vital ecosystems.

Book excerpt: Mexico is currently undergoing a crisis of violence and insecurity that poses serious threats to democratic transition and rule of law. This is the first book to put these developments in the context of post-revolutionary state-making in Mexico and to show that violence in Mexico is not the result of state failure, but of state-making. While most accounts of politics and the state in recent decades have emphasized processes of transition, institutional conflict resolution, and neo-liberal reform, this volume lays out the increasingly important role of violence and coercion by a range of state and non-state armed actors. Moreover, by going beyond the immediate concerns of contemporary Mexico, this volume pushes us to rethink longterm processes of state-making and recast influential interpretations of the so-called golden years of PRI rule. Violence, Coercion, and State-Making in Twentieth-Century Mexico demonstrates that received wisdom has long prevented the concerted and systematic study of violence and coercion in state-making, not only during the last decades, but throughout the post-revolutionary period. The Mexican state was built much more on violence and coercion than has been acknowledged—until now.

But Aurora Gómez-Galvarriato’s investigation of the mill towns of the Orizaba Valley reveals that industrial workers played a neglected but essential role in shaping the Revolution. By tracing the introduction of mechanized industry into the valley, she connects the social and economic upheaval unleashed by new communication, transportation, and production technologies to the political unrest of the revolutionary decade. Industry and Revolution makes a convincing argument that the Mexican Revolution cannot be understood apart from the changes wrought by the Industrial Revolution, and thus provides a fresh perspective on both transformations. By organizing collectively on a wide scale, the spinners and weavers of the Orizaba Valley, along with other factory workers throughout Mexico, substantially improved their living and working conditions and fought to secure social and civil rights and reforms. Their campaigns fed the imaginations of the masses. The Constitution of 1917, which embodied the core ideals of the Mexican Revolution, bore the stamp of the industrial workers’ influence. Their organizations grew powerful enough to recast the relationship between labor and capital, not only in the towns of the valley, but throughout the entire nation. The story of the Orizaba Valley offers insight into the interconnections between the social, political, and economic history of modern Mexico. The forces unleashed by the Mexican and the Industrial revolutions remade the face of the nation and, as Gómez-Galvarriato shows, their consequences proved to be enduring.
