In addition to examining larger theoretical issues about indigenous and mestizo identity and cultural citizenship as represented through masks and festivals, the book also examines how dominant institutions of cultural production (art, media, and tourism) mediate Mexican “arte popular,” which makes Mexican indigeneity “digestible” from the standpoint of elite and popular Mexican nationalism and American and global markets for folklore. The first ethnographic study of its kind, the book examines how indigenous and mestizo mask makers, both popular and elite, view and contest relations of power and inequality through their craft. Using data from his interviews with mask makers, collectors, museum curators, editors, and others, Pavel Shlossberg places the artisans within the larger context of their relationships with the nation-state and Mexican elites, as well as with the production cultures that inform international arts and crafts markets. In exploring the connection of mask making to capitalism, the book examines the symbolic and material pressures brought to bear on Mexican artisans to embody and enact self-racializing stereotypes and the performance of stigmatized indigenous identities. Shlossberg’s weaving of ethnographic data and cultural theory demystifies the way mask makers ascribe meaning to their practices and illuminates how these practices are influenced by state and cultural institutions. Demonstrating how the practice of mask making negotiates ethnoracial identity with regard to the Mexican state and the United States, Shlossberg shows how it derives meaning, value, and economic worth in the eyes of the state and cultural institutions that mediate between the mask maker and the market.

This traditional view, writes Margaret Chowning, cannot account for the continued power of the Catholic Church in Mexico, which has withstood extensive and sustained political opposition for over a century. How, then, must the scholarly consensus change to better reflect Mexico's history? In this book, Chowning shows that the church repeatedly emerged as a political player, even when liberals won elections, primarily because of the overlooked importance of women in politics. Catholic women kept the church alive through the wars of independence and made it into the political force it continues to be in present-day Mexico. Using archival sources from ten Mexican states, the book shows how women, who were denied the vote and expected to stay out of the political sphere, nevertheless forged their own form of citizenship through the church. After Mexico gained its independence in 1821, women self-consciously developed new lay associations and assumed leadership roles within them. These new associations not only kept Catholicism vibrant, they also pushed women into public sphere. Wolfe transforms our understanding of Mexican agrarian reform through an environmental and technological history of water management in the emblematic Laguna region. Drawing on extensive archival research in Mexico and the United States, Wolfe shows how during the long Mexican Revolution (1910-1940) engineers’ distribution of water paradoxically undermined land distribution. In so doing, he highlights the intrinsic tension engineers faced between the urgent need for water conservation and the imperative for development during the contentious modernization of the Laguna's existing flood irrigation method into one regulated by high dams, concrete-lined canals, and motorized groundwater pumps. This tension generally resolved in favor of development, which unintentionally diminished and contaminated the water supply while deepening existing rural social inequalities by dividing people into water haves and have-nots, regardless of their access to land. By uncovering the varied motivations behind the Mexican government’s decision to use invasive and damaging technologies despite knowing they were ecologically unsustainable, Wolfe tells a cautionary tale of the long-term consequences of short-sighted development policies.

This paper argues that part of this variation has its roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on local conditions. Some activities were "bad" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while "good" activities created inclusive institutions. The authors show that areas with bad colonial activities have lower gross domestic product per capita today than areas with good colonial activities. Areas with high pre-colonial population density also do worse today. In particular, the positive effect of "good" activities goes away in areas with high pre-colonial population density. The analysis attributes this to the "ugly" fact that colonizers used the pre-colonial population as an exploitable resource. The intermediating factor between history and current development appears to be institutional differences across regions and not income inequality or the current ethnic composition of the population.
