Yet this success story is not widely known, even in Mexico, despite the fact that communities around the globe are increasingly involved in managing their own forest resources. To assess the achievements and shortcomings of Mexico's community forest management programs and to offer approaches that can be applied in other parts of the world, this book collects fourteen articles that explore community forest management from historical, policy, economic, ecological, sociological, and political perspectives. The contributors to this book are established researchers in the field, as well as many of the important actors in Mexico's nongovernmental organization sector. Some articles are case studies of community forest management programs in the states of Michoacán, Oaxaca, Durango, Quintana Roo, and Guerrero. Others provide broader historical and contemporary overviews of various aspects of community forest management. As a whole, this volume clearly establishes that the community forest sector in Mexico is large, diverse, and has achieved unusual maturity in doing what communities in the rest of the world are only beginning to explore: how to balance community income with forest conservation. In this process, Mexican communities are also managing for sustainable landscapes and livelihoods.

Wolfe transforms our understanding of Mexican agrarian reform through an environmental and technological history of water management in the emblematic Laguna region. Drawing on extensive archival research in Mexico and the United States, Wolfe shows how during the long Mexican Revolution (1910-1940) engineers’ distribution of water paradoxically undermined land distribution. In so doing, he highlights the intrinsic tension engineers faced between the urgent need for water conservation and the imperative for development during the contentious modernization of the Laguna's existing flood irrigation method into one regulated by high dams, concrete-lined canals, and motorized groundwater pumps. This tension generally resolved in favor of development, which unintentionally diminished and contaminated the water supply while deepening existing rural social inequalities by dividing people into water haves and have-nots, regardless of their access to land. By uncovering the varied motivations behind the Mexican government’s decision to use invasive and damaging technologies despite knowing they were ecologically unsustainable, Wolfe tells a cautionary tale of the long-term consequences of short-sighted development policies.

But Aurora Gómez-Galvarriato’s investigation of the mill towns of the Orizaba Valley reveals that industrial workers played a neglected but essential role in shaping the Revolution. By tracing the introduction of mechanized industry into the valley, she connects the social and economic upheaval unleashed by new communication, transportation, and production technologies to the political unrest of the revolutionary decade. Industry and Revolution makes a convincing argument that the Mexican Revolution cannot be understood apart from the changes wrought by the Industrial Revolution, and thus provides a fresh perspective on both transformations. By organizing collectively on a wide scale, the spinners and weavers of the Orizaba Valley, along with other factory workers throughout Mexico, substantially improved their living and working conditions and fought to secure social and civil rights and reforms. The story of the Orizaba Valley offers insight into the interconnections between the social, political, and economic history of modern Mexico. The forces unleashed by the Mexican and the Industrial revolutions remade the face of the nation and, as Gómez-Galvarriato shows, their consequences proved to be enduring.

This paper argues that part of this variation has its roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on local conditions. Some activities were "bad" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while "good" activities created inclusive institutions. The authors show that areas with bad colonial activities have lower gross domestic product per capita today than areas with good colonial activities. Areas with high pre-colonial population density also do worse today. In particular, the positive effect of "good" activities goes away in areas with high pre-colonial population density. The analysis attributes this to the "ugly" fact that colonizers used the pre-colonial population as an exploitable resource. The intermediating factor between history and current development appears to be institutional differences across regions and not income inequality or the current ethnic composition of the population.

Northeast Mexico represents an important forest resource to satisfy the needs of the population in these areas. In order to harness these forest resources, technology for exploring these valuable resources must be developed. These technologies (with special reference to biology and wood technologies) are available in scattered form in a few books but there is no central, comprehensive source for practical forest scientists for adopting efficient forest management, practice, and exploration. This book deals with the characterization of the vegetation, morphology, phenological development, biomass production (leaf, litter, wood), and bioenergy of some timber-yielding species of Northeast Mexico, which will serve as a guide to study timber-yielding plants in the native vegetation of Tamaulipan thornscrub and experimental plantations. This includes morphology, vegetation cover, biomass production in terms of volume leaf biomass, litter, and volume of fire wood and timber. Special emphasis is given to the estimation of bioenergy products and chemical composition (Ph, extractable lignin, and inorganic elements). Large variations exist in vegetation cover, morphology, phenological development, biomass production of leaf and litter, volume of wood and various variable of bioenergy products among the selected species. The maximum production was found in summer and the volume of the harvestable timber was obtained in experimental plantations. This book, therefore, will serve as a practical handbook to characterize timber-yielding plants, which will help to efficiently manage forestry resources.

Although scientists have studied air pollution and its effects on forests and vegetation in the Mexico City Air Basin for years, this book reviews and synthesizes this body of work for the first time. This synthesis is particularly valuable as air pollution increases at an alarming rate along with global urbanization. A thorough discussion of regional geology, climate and hydrology, historical natural resource utilization, and sociological factors provide the context for evaluating air pollution impacts on the highly valued forests surrounding this megacity. The environmental and ecological consequences of chronic exposure to biologically important pollutants are considered in various case studies. Finally, the editors discuss the state of air pollution research in the Mexico City Air Basin and the outlook for the health and sustainability of forests within the Basin.

Book excerpt: This open access book examines the question of collecting and disseminating data on ethnicity and race in order to describe characteristics of ethnic and racial groups, identify factors of social and economic integration and implement policies to redress discrimination. It offers a global perspective on the issue by looking at race and ethnicity in a wide variety of historical, country-specific contexts, including Asia, Latin America, Europe, Oceania and North America. In addition, the book also includes analysis on the indigenous populations of the Americas. The book first offers comparative accounts of ethnic statistics. It compares and empirically tests two perspectives for understanding national ethnic enumeration practices in a global context based on national census questionnaires and population registration forms for over 200 countries between 1990 to 2006. Next, the book explores enumeration and identity politics with chapters that cover the debate on ethnic and racial statistics in France, ethnic and linguistic categories in Québec, Brazilian ethnoracial classification and affirmative action policies and the Hispanic/Latino identity and the United States census. The third, and final, part of the book examines measurement issues and competing claims. It explores such issues as the complexity of measuring diversity using Malaysia as an example, social inequalities and indigenous populations in Mexico and the demographic explosion of aboriginal populations in Canada from 1986 to 2006. Overall, the book sheds light on four main questions: should ethnic groups be counted, how should they be counted, who is and who is not counted and what are the political and economic incentives for counting. It will be of interest to all students of race, ethnicity, identity, and immigration.
