Yet this success story is not widely known, even in Mexico, despite the fact that communities around the globe are increasingly involved in managing their own forest resources. To assess the achievements and shortcomings of Mexico's community forest management programs and to offer approaches that can be applied in other parts of the world, this book collects fourteen articles that explore community forest management from historical, policy, economic, ecological, sociological, and political perspectives. The contributors to this book are established researchers in the field, as well as many of the important actors in Mexico's nongovernmental organization sector. Some articles are case studies of community forest management programs in the states of Michoacán, Oaxaca, Durango, Quintana Roo, and Guerrero. Others provide broader historical and contemporary overviews of various aspects of community forest management. As a whole, this volume clearly establishes that the community forest sector in Mexico is large, diverse, and has achieved unusual maturity in doing what communities in the rest of the world are only beginning to explore: how to balance community income with forest conservation. In this process, Mexican communities are also managing for sustainable landscapes and livelihoods.

Wolfe transforms our understanding of Mexican agrarian reform through an environmental and technological history of water management in the emblematic Laguna region. Drawing on extensive archival research in Mexico and the United States, Wolfe shows how during the long Mexican Revolution (1910-1940) engineers’ distribution of water paradoxically undermined land distribution. In so doing, he highlights the intrinsic tension engineers faced between the urgent need for water conservation and the imperative for development during the contentious modernization of the Laguna's existing flood irrigation method into one regulated by high dams, concrete-lined canals, and motorized groundwater pumps. This tension generally resolved in favor of development, which unintentionally diminished and contaminated the water supply while deepening existing rural social inequalities by dividing people into water haves and have-nots, regardless of their access to land. By uncovering the varied motivations behind the Mexican government’s decision to use invasive and damaging technologies despite knowing they were ecologically unsustainable, Wolfe tells a cautionary tale of the long-term consequences of short-sighted development policies.

In Social Welfare with Indigenous Peoples, the editors and contributors examine the treatment of many indigenous populations from five continental areas: Africa (Sierra Leone, Zimbabwe); Australasia, New Zealand; Central and South America (Brazil, Mexico); Europe (Scandinavia, Spain) and North America. They found that, regardless of whether the newer immigrants became the majority population, as in North America, or the minority population, such as in Africa, there were many similarities in how the indigenous peoples were treated and in their current situations. In this book Paul Haber explains how urban popular movements contributed to such a historic transition. In the 1960s Mexico&’s urban poor, effectively incorporated into institutionalized forms of clientelism and cooptation, were perceived as passive and acquiescent. Their situation changed during the 1970s, Haber shows, as popular movements&—led largely by young people inspired by the revolutionary ideals of Mexico&’s 1960s student movement&—took the first steps toward mobilizing the urban poor in what would develop into the full-scale political protests of the 1980s. When Mexico&’s economic crisis came in the early 1980s, urban popular movements were in a position to play a major role in the growing democratic opposition. Haber, using a creative blend of ethnography and policy analysis, traces this history on a national level and with detailed reference to two key organizations, the Comit&é de Defensa Popular of Durango and the Asamblea de Barrios of Mexico City. In the late 1980s and early 1990s, many of Mexico&’s most important social leaders saw new opportunities in electoral politics, and the transformation from social movement to party politics began. Haber&’s study closely follows the urban dimensions of this history and spells out its implications not only for the urban poor but also for Mexico&’s nascent democracy.
