Book excerpt: In its first seven years, the North American Free Trade Agreement (NAFTA) tripled trade and quintupled foreign investment among the U.S., Mexico, and Canada, increasing its share of the world economy. In 2001, however, North America peaked. Since then, trade has slowed among the three, manufacturing has shrunk, and illegal migration and drug-related violence have soared. At the same time, Europe caught up, and China leaped ahead. In The North American Idea, eminent scholar and policymaker Robert A. Pastor explains that NAFTA's mandate was too limited to address the new North American agenda. Instead of offering bold initiatives like a customs union to expand trade, leaders of the three nations thought small. Interest groups stalemated the small ideas while inhibiting the bolder proposals, and the governments accomplished almost nothing. To overcome this resistance and reinvigorate the continent, the leaders need to start with an idea based on a principle of interdependence. Pastor shows how this idea--once woven into the national consciousness of the three countries--could mobilize public support for continental solutions to problems like infrastructure and immigration that have confounded each nation working on its own. Mexican oil and workers provide cheap and reliable energy for the United States, while US petro dollars and agricultural jobs supply much-needed income for the Mexican economy. Mexico’s economic dependence on the United States is well-known, but The Politics of Dependency makes a compelling case that the United States is also economically dependent on Mexico. Expanding dependency theory beyond the traditional premise that weak countries are dominated by powerful ones, Martha Menchaca investigates how the United States and Mexico have developed an asymmetrical codependency that disproportionally benefits the United States. In particular, she analyzes how US foreign policy was designed to enable the US government to help shape the development of Mexico’s oil industry, as well as how migration from Mexico to the United States has been regulated by the US Congress to ensure that American farmers have sufficient labor. This unprecedented dual study of energy sectors that are usually examined in isolation reveals the extent to which the United States has become economically dependent on Mexico, even as it remains the dominant partner in the relationship. It also exposes the long-term effects of the agricultural policies of NAFTA, which led to the unemployment of millions of agricultural workers in Mexico, a large percentage of whom relocated to the United States.

The “fourth wave” of immigration to America is primarily Latino, and the last decades of the twentieth century saw a significant increase in the number of Latino migrants, a diversification of the nations contributing to this migration, and an increase in the size of the native-born Latino population. A backlash against unauthorized immigration, which may indict all Latinos, is also underway. Understanding the growing Latino population, especially its immigrant dimensions, is therefore a key task for researchers in the social sciences and humanities. The contributors to Immigration and the Border address immigration and border politics and policies, focusing on the U.S. side of the border. The volume editors have arranged the essays into five sections. The two chapters in the first section set the stage and discuss the binational lives of Mexican migrants; chapters in the subsequent sections highlight specific political and policy themes: civic engagement, public policies, political reactions against immigrants, and immigrant leadership. Because the immigration experience encompasses many facets of political life and public policy, the varied perspectives of the contributors offer a mosaic that contextualizes the impact of and contributions by contemporary Latino immigrants. Their research will appeal not only to scholars but to policymakers and the public and will inform contentious debates about migration and migrants.

Their hope was that the product of their discussions would enable educators and policy makers around the world to rethink, restructure, and even design new programs to prepare the rising generation of educational researchers in their countries. These differences in academic, national, and institutional perspectives led to a variety of ways, even conflicting ones, in which the quality of doctoral education and training could be improved. Based on our discussion, we came to the conclusion that there are no universal solutions to the problems involved in setting up and operating a quality doctoral program. Rather, educators would be wise to be aware of the alternatives at their disposal and make informed choices based on an understanding of the larger societal and political contexts in their states, regions, or nations. To facilitate this decision-making process, we have chosen to conclude with a set of key questions that should be addressed by those seeking to examine and improve their doctoral programs in education and briefly describe some of the alternative ways of answering these questions. Instead of passively absorbing a unified position, then, the reader is invited to join the dialogue that has taken place (and is still taking place) between and among the authors. To exemplify such a dialogue, each chapter is followed by one or two commentaries written by members of the group. We would encourage the reader to write commentaries on the individual chapters (and perhaps the commentaries), thereby engaging in a dialogue with the authors on a fairly personal level.

Book excerpt: Mexico today is one of the most dangerous places in the world to report the news, and Mexicans have taken to the street to defend freedom of expression. As Benjamin T. Smith demonstrates in this history of the press and civil society, the cycle of violent repression and protest over journalism is nothing new. He traces it back to the growth in newspaper production and reading publics between 1940 and 1976, when a national thirst for tabloids, crime sheets, and magazines reached far beyond the middle class. As Mexicans began to view local and national events through the prism of journalism, everyday politics changed radically. Even while lauding the liberty of the press, the state developed an arsenal of methods to control what was printed, including sophisticated spin and misdirection techniques, covert financial payments, and campaigns of threats, imprisonment, beatings, and even murder. The press was also pressured by media monopolists tacking between government demands and public expectations to maximize profits, and by coalitions of ordinary citizens demanding that local newspapers publicize stories of corruption, incompetence, and state violence. Since the Cold War, both in Mexico City and in the provinces, a robust radical journalism has posed challenges to government forces.

Through a detailed exploration of this long battle for equality, this book illuminates critical moments of both struggle and triumph in the Mexican American experience. Martha Menchaca begins with the Spanish settlement of Texas, exploring how Mexican Americans’ racial heritage limited their incorporation into society after the territory’s annexation. She then illustrates their political struggles in the nineteenth century as they tried to assert their legal rights of citizenship and retain possession of their land, and goes on to explore their fight, in the twentieth century, against educational segregation, jury exclusion, and housing covenants. It was only in 1967, she shows, that the collective pressure placed on the state government by Mexican American and African American activists led to the beginning of desegregation. Menchaca concludes with a look at the crucial roles that Mexican Americans have played in national politics, education, philanthropy, and culture, while acknowledging the important work remaining to be done in the struggle for equality.
