Book excerpt: It is manifest in developing countries around the world that the “shock” therapy administered to their economies by the neoliberal model of structural adjustment has failed, leaving much social and economic destruction in its wake. In Latin America this failure has led to a resurgence of interest in alternative models, some of them deploying various versions of socialism, as in Bolivia, Chile, and Venezuela, which has given rise to talk about the new “pink tide” enveloping the region. In this comparative study of four economies that have been making a transition to the market from their orthodox socialist pasts, Laura Enríquez focuses our attention on the plight of the small farmer in particular and on the importance of this sector for the overall socioeconomic success of the transition. Through this comparison, we see the similarities between Nicaragua and Russia in their rapid retreat from socialism and their adoption of reforms that have placed small agriculture, especially that focused on food crops, at a distinct disadvantage relative to export-oriented production. By contrast, Cuba has been more like China in adopting aspects of market reform while emphasizing small-scale cooperative and private farming in an effort to achieve food self-sufficiency. Drawing insights from Karl Polanyi’s study of the social and economic effects of the expansion of market relations in the nineteenth century, Enríquez highlights the role of the state in each of these countries in driving change in a certain direction: toward de-emphasis of small-scale farming and the eventual assumed demise of the peasantry in Nicaragua and Russia, which has led to countermovements of peasants struggling to survive, and toward the reconfirmation of the value of small farming in contributing to balanced economic development in Cuba and China.

From the reforms that took place in Chile in 1981, most pension and health care systems in the region have seen reform, and been fully or partially privatized. Many other countries considering reform of their own systems have been influenced by the policies implemented in Latin America. Yet despite the importance and influence of these reforms, until now there has not been an integrated and comprehensive analysis of the changes and their effects. This book is the result of four years of painstaking work, data collection, field research and international collaboration, and so fills the vacuum in the literature with a systematic comparison of pension and healthcare reforms in the 20 Latin American countries. It identifies reform models, and elaborates taxonomies to facilitate their understanding and comparison. Some key features of the reforms to emerge are: labour force and population coverage, equity and solidarity, sufficiency and quality of benefits, state regulation, competition and degree of privatization, efficiency and administrative costs, social participation in management, financing sources and long-term sustainability. Effects of the reforms on social security principles are measured based on recent standardized statistics and other information. Goals or assumptions of the reforms are contrasted with actual outcomes, and the pros and cons of private versus private provision assessed. Detailed policy recommendations are offered to correct current problems and improve pension and healthcare systems. In addition to examining larger theoretical issues about indigenous and mestizo identity and cultural citizenship as represented through masks and festivals, the book also examines how dominant institutions of cultural production (art, media, and tourism) mediate Mexican “arte popular,” which makes Mexican indigeneity “digestible” from the standpoint of elite and popular Mexican nationalism and American and global markets for folklore. The first ethnographic study of its kind, the book examines how indigenous and mestizo mask makers, both popular and elite, view and contest relations of power and inequality through their craft. Using data from his interviews with mask makers, collectors, museum curators, editors, and others, Pavel Shlossberg places the artisans within the larger context of their relationships with the nation-state and Mexican elites, as well as with the production cultures that inform international arts and crafts markets. In exploring the connection of mask making to capitalism, the book examines the symbolic and material pressures brought to bear on Mexican artisans to embody and enact self-racializing stereotypes and the performance of stigmatized indigenous identities. Shlossberg’s weaving of ethnographic data and cultural theory demystifies the way mask makers ascribe meaning to their practices and illuminates how these practices are influenced by state and cultural institutions. Demonstrating how the practice of mask making negotiates ethnoracial identity with regard to the Mexican state and the United States, Shlossberg shows how it derives meaning, value, and economic worth in the eyes of the state and cultural institutions that mediate between the mask maker and the market.
