How are national identities forged from countries made up of peoples with different and often conflicting cultures, languages, and histories? How successful is this process? What is lost and gained from the emergence of national identities? Natividad Gutiérrez examines the development of the modern Mexican state to address these difficult questions. She describes how Mexican national identity has been and is being created and evaluates the effectiveness of that process of state-building. Her investigation is distinguished by a critical consideration of cross-cultural theories of nationalism and the illuminating use of a broad range of data from Mexican culture and history, including interviews with contemporary indigenous intellectuals and students, an analysis of public-school textbooks, and information gathered from indigenous organizations. Gutiérrez argues that the modern Mexican state is buttressed by pervasive nationalist myths of foundation, descent, and heroism. These myths--expressed and reinforced through the manipulation of symbols, public education, and political discourse--downplay separate ethnic identities and work together to articulate an overriding nationalist ideology. The ideology girding the Mexican state has not been entirely successful, however. This study reveals that indigenous intellectuals and students are troubled by the relationship between their nationalist and ethnic identities and are increasingly questioning official policies of integration.

Race and Transnationalism in the Americas examines the ways that race and its categorization have functioned as organizing frameworks for cultural, political, and social inclusion—and exclusion—in the Americas. Because racial categories are invariably generated through reference to the “other,” the national community has been a point of departure for understanding race as a concept. Book excerpt: During the 1920s and 1930s in Mexico, both intellectuals and government officials promoted ethnic diversity while attempting to overcome the stigma of race in Mexican society. Programs such as the Indigenista movement represented their efforts to redeem the Revolution's promise of a more democratic future for all citizens. This book explores three decades of efforts on the part of government officials, social scientists, and indigenous leaders to renegotiate the place of native peoples in Mexican society. It traces the movement's origins as a humanitarian cause among intellectuals, the involvement of government in bringing education, land reform, cultural revival, and social research to Indian communities, and the active participation of Indian peoples. Traditionally, scholars have seen Indigenismo as an elitist formulation of the "Indian problem." Dawson instead explores the ways that the movement was mediated by both elite and popular pressures over time. By showing how Indigenismo was used by a variety of actors to negotiate the shape of the revolutionary state—from anthropologist Manual Gamio to President Lázaro Cárdenas—he demonstrates how it contributed to a new "pact of domination" between indigenous peoples and the government. Although the power of the Indigenistas was limited by the face that "Indian" remained a racial slur in Mexico, the indígenas capacitados empowered through Indigenismo played a central role in ensuring seventy years of PRI hegemony. In studying the confluence of state formation, social science, and native activism, Dawson's book offers a new perspective for understanding the processes through which revolutionary hegemony emerged.
