Book excerpt: In the wake of the September 11, 2001, terrorist attacks, state and local police agencies were thrust into new homeland security related roles. One area specifically identified in national strategies and, then, supported by expert opinions for enhancing law enforcement's abilities to prevent terrorism is through enhanced knowledge and education regarding terrorism. Terrorism has been the subject of academic work even prior to the 9/11 attacks. Some of this work has looked at the underlying causes that compel people to threaten and use violence to achieve their individual or group objectives. This body of work is a resource for law enforcement to bridge gaps between national strategies and current practices. The primary focus of this research is to assess the current state of terrorism training for state and local law enforcement officials. It looks at whether the subject of terrorism is a core professional competency for law enforcement officials in every state and, specifically, if state and local police are being exposed to knowledge about the causes and motivations associated with terrorism in order to better understand, and ultimately, prevent it. Surveys and interviews of state officials are conducted in order to gather data about the current state of terrorism related training throughout the nation. A qualitative analysis is conducted in order to further assess the content of select course content and identify potential training and educational gaps.

Book excerpt: All U.S. agencies with counterterrorism programs that collect or "mine" personal data-such as phone records or Web sites visited-should be required to evaluate the programs' effectiveness, lawfulness, and impacts on privacy. A framework is offered that agencies can use to evaluate such information-based programs, both classified and unclassified. The book urges Congress to re-examine existing privacy law to assess how privacy can be protected in current and future programs and recommends that any individuals harmed by violations of privacy be given a meaningful form of redress. Two specific technologies are examined: data mining and behavioral surveillance. Regarding data mining, the book concludes that although these methods have been useful in the private sector for spotting consumer fraud, they are less helpful for counterterrorism because so little is known about what patterns indicate terrorist activity. Regarding behavioral surveillance in a counterterrorist context, the book concludes that although research and development on certain aspects of this topic are warranted, there is no scientific consensus on whether these techniques are ready for operational use at all in counterterrorism.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Book excerpt: In compiling this annotated bibliography on the psychology of terrorism, the author has defined terrorism as "acts of violence intentionally perpetrated on civilian noncombatants with the goal of furthering some ideological, religious or political objective." The principal focus is on nonstate actors. The task was to identify and analyze the scientific and professional social science literature pertaining to the psychological and/or behavioral dimensions of terrorist behavior (not on victimization or effects). The objectives were to explore what questions pertaining to terrorist groups and behavior had been asked by social science researchers; to identify the main findings from that research; and attempt to distill and summarize them within a framework of operationally relevant questions. To identify the relevant social science literature, the author began by searching a series of major academic databases using a systematic, iterative keyword strategy, mapping, where possible, onto existing subject headings. The focus was on locating professional social science literature published in major books or in peer-reviewed journals. Searches were conducted of the following databases October 2003: Sociofile/Sociological Abstracts, Criminal Justice Abstracts (CJ Abstracts), Criminal Justice Periodical Index (CJPI), National Criminal Justice Reference Service Abstracts (NCJRS), PsycInfo, Medline, and Public Affairs Information Service (PAIS). Three types of annotations were provided for works in this bibliography: Author's Abstract -- this is the abstract of the work as provided (and often published) by the author; Editor's Annotation -- this is an annotation written by the editor of this bibliography; and Key Quote Summary -- this is an annotation composed of "key quotes" from the original work, edited to provide a cogent overview of its main points.
