It is the first account in English to study these materials using an illustrative sample of printed texts and to assess their impact based on secret police and agitator situation reports. The book surveys texts published by the Central Rada, the Ukrainian State, the Ukrainian National Republic, the Ukrainian Socialist Revolutionary Party, the Ukrainian Social Democratic and Labour Party, the Independentists, Ukrainian Communist Party (UCP), Ukraine’s Bolshevik Party (CPU), and anti-Bolshevik warlords. It includes 46 reproductions and describes the infrastructure that underlay the production and dissemination of printed text propaganda. The author argues that in the war of words neither Ukrainian failures nor Bolshevik success should be exaggerated. Each side managed to sway opinion in its favour in specific places at specific times.

Book excerpt: Beginning in 1903, the Russian Social Democratic Labour Party was divided into opposing sections, one led by Vladimir Lenin, the other by Iulii Martov. Until 1917, both Lenin and Martov were equally prominent figures in Russian politics. Martov, an anti-war socialist intellectual from a Jewish background, wrote prolifically for a number of important publications inside and outside Russia. Although the books, articles, and pamphlets written by Lenin during the same period remain readily available today, those by Martov are extremely hard to find in their original Russian or in translation. Following Martov’s untimely death in 1923, a Russian-language edition of one of his books, World Bolshevism, was published. But it was only in 2000, after decades of extreme censorship, that parts of the book were legally published in Russia. In English, this work has reached the public in pieces, often as a part of pamphlets with limited circulation. This edition, which includes an introduction by Paul Kellogg that contextualizes the work and reintroduces Martov as an important thinker to a twenty-first century readership, makes Martov’s work available in its complete form for the first time in a hundred years.

A multiplicity of Councils, rather than a big state bureaucracy is needed to empower working people and to focus control over society. Mattick develops a theory of a council communism through his survey of the history of the left in Germany and Russia. He challenges Bolshevik politics: especially their perspectives on questions of Party and Class, and the role of Trade Unions. Mattick argues that a??The revolutions which succeeded, first of all, in Russia and China, were not proletarian revolutions in the Marxist sense, leading to the a??association of free and equal producersa??, but state-capitalist revolutions, which were objectively unable to issue into socialism. Marxism served here as a mere ideology to justify the rise of modified capitalist systems, which were no longer determined by market competition but controlled by way of the authoritarian state. Based on the peasantry, but designed with accelerated industrialisation to create an industrial proletariat, they were ready to abolish the traditional bourgeoisie but not capital as a social relationship. This type of capitalism had not been foreseen by Marx and the early Marxists, even though they advocated the capture of state-power to overthrow the bourgeoisie a?? but only in order to abolish the state itself.a??

Book excerpt: Much has been written about the activity of Lenin and his colleagues on the editorial board of the Iskra newspaper, whereas little has been said about the opponents of Leninism, who unsuccessfully fought for control of the Russian Social-Democratic Labour Party during the Iskra period. To redress the balance, Richard Mullin has translated 25 documents from this period, most of which express an anti-Lenin view. They include articles from Rabochee Delo, the Jewish Bund's Poslednie Izvestiia and the post-Lenin Iskra, pamphlets by Plekhanov and Martov, the resolutions of Party meetings and some very revealing private correspondence. However, the result is not an anti-Bolshevik polemic: through these documents a clearer, and curiously flattering picture of Lenin's thought and activity is obtained.
