States Major [William] McMahon was attacked at Fort Recovery by a large band of Indians early in the morning. Reports the attacks lasted all day and night, and throughout the next day before the Indians were finally forced to retreat. Eight to ten bodies were found dead. Comments the real goal of the savages was to take the fort by a coup de main. Notes the camp was left short on supplies and it appears the soldiers killed and ate a number of the pack horses. Reports three small parties of Chickasaw and Choctaw Indians had been dispatched to gain intelligence a few days prior to the attack. Notes the Chickasaw and Choctaw parties reported seeing a number of white men with a large party of Indians. Also mentions the men reported they heard white men encouraging the Indians during the attack and they saw three British officers who were in scarlet. Believes the British were looking for cannons. A list of names of the officers who were involved in the attack, excluding those wounded or killed, are listed. Text is in the hand of War Dept. clerk Nathan Jones.

Informs Knox he has several parties collecting information on the British and the Savages at Grand Glaize and Roche de Bout, Ohio. Mentions he will be leaving in four to five days, heading towards Grand Glaize, Ohio. Provides details on the route and plan he will take once he arrives at his destination.

Comments two men gave elaborate speeches for two hours and ended the speech declaring they were pro Britain occupying the N.W. Banks of the Ohio. Also notes an earlier incident where the people refused bank notes and would not receive or deliver any supplies unless paid in species. Discusses his concerns with paying the mounted volunteers in bank notes.

Claims some of the officers are drunks who lack military skills. Expresses sarcastic anger over orders given by Knox about ensigns in the army. Wayne does not have enough ensigns to follow Knox's orders from the letter of 5 March and is frustrated that he cannot use the provisional ensigns as ordered in the 9 March letter. The provisional ensigns need to be confirmed by the Senate. Says he does not want to put the men or his own personal honor on the line with some of these officers. Suggests the commandant of the 4th Sub Legion should be given command of the scouts and spies. Says the commandant of the 3rd Sub Legion will be court martialed. Vertical tear at the bottom of the letter, which effects the signature and all four pages.

Mentions Scott describes the men as a bunch of fighting fellows and the best party that ever came out of Kentuckey [sic]. Appears to express his doubts regarding Scott's men. Also notes some of General Scott's horses are unable to handle the expedition and that Scott plans on persuading the men to allow the regular troops at Greenville, Ohio to use the pack horses. Discusses how unhappy he was to learn that it is commonly known throughout the country that General [Anthony] Wayne and General [James] Wilkinson have a strained relationship between each other. Also mentions a conversation he had with Wilkinson where Wilkinson expressed his disgust with the service. Notes Wilkinson inquired about the question of his conduct, which Winthrop says he waived the subject away for obvious reasons. Says Wilkinson spoke of Scott as being dishonorable and a drunk. Expresses his displeasure with Cincinnati, Ohio and writes he has now been here long enough to be heartily sick of it and requests to pass the winter in Philadelphia, Pennsylvania. Recommends his brother for an appointment. Sends his best wishes to Mrs. Lucy Knox and the rest of the family.

Discusses the treaty negotiations underway in Georgia with the Creek nation, referring to Creek leader Alexander McGillivray: Mr McGillivrays influence over the creeks has been exerted to ill effect in persuading that nation against an immediate treaty with the United States upon the terms the commissioners offered He has sacrificed the interests of the nation to his own avarice. Relates that one commissioner, [Henry Osborne], claims he saw and read a treaty between the Spanish and the Creeks in which Charles IV guaranteed the Creeks their claims east of the Mississippi, but wonders why Osborne concealed this information from the other commissioners. Declares, I am nearly in opinion with you of the force necessary for the coercion of the Creeks... Does not want to employ militia, because it is expensive and he cannot rely on their execution of the plans directed unless they are incorporated with disciplined troops. Notes that nothing can be decided until Congress meets again, since they posses the Constitutional right of making war. However, it will be hard to persuade them of the necessity of declaring war on the Creeks unless they make inroads into Georgia. Notes that he sent Wayne's previous letter to George Washington so that he would be aware of the situation.

Warns Col [Thomas] Butler is threatened with proscription, and if the president [George Washington] does not remove him and his garrison that they will burn the Fort. Quotes a letter he received from General [Charles] Scott. Scott reports he will be moving out tomorrow with 1,594 volunteers to join General [Anthony] Wayne. General Scott is most likely referring to the build-up to the Battle of Fallen Timber that took place August 20, 1794.

Extensively discusses diplomatic relationships between countries in Europe, especially an alliance between Great Britain, the Netherlands and Prussia, which was created to offset France and Russia's alliance. Comments that the British mercantile class is for war with some power, not on a general scale of Justice or policy, but for the benefit of trade. Says America requires peace, as she is not consolidated sufficiently ... She requires time to create and arrange her resources. Also discusses disturbances on the Georgia frontier and says that the president has laid the matter before Congress. If troops are needed, Knox suggests raising a special force rather than relying on militia. He goes on to discuss the Spanish claims and arrangements in the Indian Department. Month portion of the date added later in pencil.

Discusses a recent reconnaissance mission to assess the British force in New York City with optimism, stating that many of the British troops in the vicinity will soon depart for Virginia. Reports that some of the Marquis de Lafayette's troops, led by General Anthony Wayne, had a recent encounter with the British under Lord Cornwallis (Knox is possibly referring to the engagement at Green Spring plantation 6 July 1781). Refers to General Nathanael Greene's May-June 1781 Siege of Ninety-Six, and praises Greene's actions in the south: His conduct has exhibited him a great man, and established his reputation beyond the powers of malice to injure it lastingly. Mentions arranging a place for Lucy to stay at a Dr. [Darbys] house. Possibly discussing slaves or servants, asks, whether you are pleas'd with your [Servant]. I want to know whether I can get Cato, you will exchange him for William... Lacks closing and possibly the address leaf.
