CMC (SD) will provide guidance, upon request, for program responsibilities on contractors, e.g., public-private venture, etc. 4. EFFECTIVE DATE. This Manual is effective the date signed. Mitigation (active or passive) minimizes impact once an incident has occurred such as closing block valves once LEL is detected in the dike (active) or the dike preventing contamination of groundwater (passive).
