Book excerpt: The Office of Space and Defense Power Systems of the Department of Energy (DOE) provides Radioisotope Power Systems (RPS) for applications where conventional power systems are not feasible. For example, radioisotope thermoelectric generators were supplied by the DOE to the National Aeronautics and Space Administration for deep space missions including the Cassini Mission launched in October of 1997 to study the planet Saturn. For the Cassini Mission, ORNL produced carbon-bonded carbon fiber (CBCF) insulator sets, iridium alloy blanks and foil, and clad vent sets (CVS) used in the generators. The Oak Ridge National Laboratory (ORNL) has been involved in developing materials and technology and producing components for the DOE for more than three decades. This report reflects program guidance from the Office of Space and Defense Power Systems for fiscal year (FY) 2006. Production activities for prime quality (prime) CBCF insulator sets, iridium alloy blanks and foil, and CVS are summarized in this report. Technology activities are also reported that were conducted to improve the manufacturing processes, characterize materials, or to develop information for new radioisotope power systems.

Book excerpt: In October 1989, a US shuttle lifted off from Cape Kennedy carrying the spacecraft Galileo on its mission to Jupiter. In November 1990, a second spacecraft, Ulysses, will be launched from Cape Kennedy with a mission to study the polar regions of the sun. The prime source of power for both spacecraft is a series of radioisotope thermoelectric generators (RTGs), which use plutonium oxide (plutonia) as a heat source. Several of the key components in this power system are required to ensure the safety of both the public and the environment and were manufactured at Oak Ridge National Laboratory (ORNL) in the 1980 to 1983 period. For these two missions, Martin Marietta Energy Systems, Inc. (Energy Systems), will provide an iridium-alloy component used to contain the plutonia heat source and a carbon-composite material that serves as a thermal insulator. ORNL alone will continue to fabricate the carbon-composite material. Because of the importance to DOE that Energy Systems deliver these high-quality components on time, performance of an Operational Readiness Review (ORR) of these manufacturing activities is necessary. Energy Systems Policy GP-24 entitled Operational Readiness Process'' describes the formal and comprehensive process by which appropriate Energy Systems activities are to be reviewed to ensure their readiness. This Energy System policy is aimed at reducing the risks associated with mission success and requires a management-approved readiness plan'' to be issued. This document is the readiness plan for the RTG materials production tasks. 6 refs., 11 figs., 1 tab.

It must be available through lunar nights that last for 14 days, through long periods of dark and cold at the higher latitudes on Mars, and in high-radiation fields such as those around Jupiter. Radioisotope power systems (RPSs) are the only available power source that can operate unconstrained in these environments for the long periods of time needed to accomplish many missions, and plutonium-238 (238Pu) is the only practical isotope for fueling them. Plutonium-238 does not occur in nature. The committee does not believe that there is any additional 238Pu (or any operational 238Pu production facilities) available anywhere in the world.The total amount of 238Pu available for NASA is fixed, and essentially all of it is already dedicated to support several pending missions-the Mars Science Laboratory, Discovery 12, the Outer Planets Flagship 1 (OPF 1), and (perhaps) a small number of additional missions with a very small demand for 238Pu. If the status quo persists, the United States will not be able to provide RPSs for any subsequent missions.

Book excerpt: The decay product of the medical isotope molybdenum-99 (Mo-99), technetium-99m (Tc-99m), and associated medical isotopes iodine-131 (I-131) and xenon-133 (Xe-133) are used worldwide for medical diagnostic imaging or therapy. The United States consumes about half of the world's supply of Mo-99, but there has been no domestic (i.e., U.S.-based) production of this isotope since the late 1980s. The United States imports Mo-99 for domestic use from Australia, Canada, Europe, and South Africa. Mo-99 and Tc-99m cannot be stockpiled for use because of their short half-lives. Consequently, they must be routinely produced and delivered to medical imaging centers. Almost all Mo-99 for medical use is produced by irradiating highly enriched uranium (HEU) targets in research reactors, several of which are over 50 years old and are approaching the end of their operating lives. Unanticipated and extended shutdowns of some of these old reactors have resulted in severe Mo-99 supply shortages in the United States and other countries. Some of these shortages have disrupted the delivery of medical care. Molybdenum-99 for Medical Imaging examines the production and utilization of Mo-99 and associated medical isotopes, and provides recommendations for medical use.
