Book 1998 Annual Review of Development Effectiveness

Download or read book 1998 Annual Review of Development Effectiveness written by Robert Buckley and published by World Bank Publications. This book was released on 1999-01-01 with total page 82 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ongoing financial crisis has raised questions about the underpinnings of development assistance and the role of international financial institutions. A new development assistance framework, grounded in partnership, is emerging. That is the backdrop for this year's review, which--as in past years--tracks the World Bank's operational performance based on the findings of recent evaluations. After the backdrop provided in chapter one, the chapters that follow review recent evidence about the Bank's development effectiveness. Chapter 2 describes project and sector performance trends. Chapter 3 considers recent evaluation lessons at the country level. It draws on OED's (Operations Evaluation Department) country assistance evaluations to help draw out the lessons of the ongoing crisis. Chapter 4 draws lessons that can be inferred from thematic studies. The final chapter discusses the implications for Bank operations and evaluation.

Book Paper Tigers and Minotaurs

Download or read book Paper Tigers and Minotaurs written by Moises Naim and published by Brookings Institution Press. This book was released on 2013-01-25 with total page 198 pages. Available in PDF, EPUB and Kindle. Book excerpt: Political and economic reform is at the top of national agendas around the world. This book based on Moises Naim's participation in the Venezuelan reform experience and as executive director at the World Bank raises questions and explores problems crucial to achieving national reform strategies. Naim's lucid analysis grapples with the problems of dealing with entrenched interests bent on derailing reform; allaying the corrosive effects of corruption and public outcry over inequitable burdens; coping with the political instability brought on by decimated public institutions; managing the impact of reforms on the military establishment; and mobilizing public support for measures as essential as they are painful. The heady days of revolution are gone and these and other dilemmas now confront besieged reform governments everywhere. The problem of managing these in the real world is the subject this book tackles.

  • Pages : 798 pages

Download or read book The World Bank written by Devesh Kapur and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 798 pages. Available in PDF, EPUB and Kindle. Book excerpt: This effort constitutes the most comprehensive and authoritative work to date on the history of the International Bank for Reconstruction and Development, or the World Bank. Author-editors John Lewis, Richard Webb, and Devesh Kapur chronicle the evolution of this institution and offer insights into its successes, failures, and prospects for the future. The result of their intense labors is an invaluable resource for other researchers and a fascinating study in its own right. The work is divided into two volumes. The first is organized thematically and examines the critical events and policy issues in the World Bank's development over the last fifty years. Chapter topics include poverty alleviation, structural adjustment lending, environmental programs, the International Finance Corporation (IFC), the International Development Association (IDA), and the evolution of the Bank as an institution. The second volume contains case studies written by experts with experience in the various regions in which the Bank operates. There are chapters on the Bank's activities in Korea, Mexico, Africa, South Asia, and Eastern Europe. Volume 2 also contains essays on the World Bank's relationship with the United States, Japan, and Western Europe, and its partnership with the International Monetary Fund (IMF). By special arrangement, the authors have had wide-ranging access to confidential documents at the World Bank, making this work a unique source of information on the internal workings of this critical institution. They have also drawn on extensive interviews with current and past Bank officials. Moreover, publication could not be more timely, coming as it does when many in the development community and in the U.S. Congress are questioning the Bank's track record and even its reason for existence. The World Bank: Its First Half Century will be of great interest not only to development practitioners but also to students of international relations, development economics, and global finance. During the course of the project, John P. Lewis and Richard Webb were nonresident senior fellows, and Devesh Kapur was a program associate, in the Foreign Policy Studies program at the Brookings Institution.

  • Author : Susan Stout
  • Publisher : World Bank Publications
  • Release : 1997-01-01
  • ISBN : 9780821338810
  • Pages : 136 pages

Download or read book Evaluating Health Projects written by Susan Stout and published by World Bank Publications. This book was released on 1997-01-01 with total page 136 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the wave of decentralization that has swept through Latin America and the projected institutional changes within the governments in the region. Although it notes the ways in which decentralization implies a critique of past governing patterns, the emphasis is on such potential consequences of governmental change as the strengthening of democratic participation in government and the improvement of local public service. The book draws upon institutional experiments carried out at the state level to examine which decentralization strategies work best in Latin America. It is organized around three major requirements for the success of decentralization: * Establishing the national fiscal framework * Moving government closer to the people * Improving municipal service delivery. Tables illustrate the shift of revenues and expenditures from central authorities to intermediate levels of government.

Book Borrower Ownership of Adjustment Programs and the Political Economy of Reform

Download or read book Borrower Ownership of Adjustment Programs and the Political Economy of Reform written by John H. Johnson and published by World Bank Publications. This book was released on 1993-01-01 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: China has done much to reform its price system, achieve macroeconomic stability, and restore growth. Nevertheless, price distortions remain in three key areas. This study suggests further price reforms for the energy, grain, and transport sectors. It explains why energy price adjustments should have only a modest effect on consumer prices, but a highly positive effect on the economy. It discusses why China may have to reduce consumer subsidies to achieve the necessary reforms for grain prices. The study describes what the government must do to strengthen commodity markets, generate competition, and make allowances for seasonal price variations. China's transport sector has been a critical development bottleneck. The paper reviews tariff adjustments and other reforms that would modernize the transport system and help it meet growing demand. These reforms also would encourage energy conservation and help integrate the national economy.

Book Annual Review of Development Effectiveness

Download or read book Annual Review of Development Effectiveness written by Soniya Carvalho and published by World Bank Publications. This book was released on 2003 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the sixth annual review which assesses the effectiveness of World Bank programmes in helping to achieve the Millennium Development Goals (MDGs) and related targets designed to address global poverty. This year's review finds that the organisation's programmes are consistent with MDG themes, but can be greatly enhanced by defining quantified, time-bound targets for poverty reduction and other development outcomes. Areas needing further attention include: helping clients to monitor and evaluate development outcomes, working to establish cross-sectoral strategies, and clarifying the role and objectives of itself and other partners. Above all, the World Bank needs to fully assess MDG implications at the corporate, country sector and global levels and to address the implications in its use of lending and administrative resources.

Book Poverty Reduction in the 1990s

Download or read book Poverty Reduction in the 1990s written by Alison Evans and published by World Bank Publications. This book was released on 2000-01-01 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 'World Development Report 1990: Poverty' provided the foundation for the World Bank strategy to help achieve global poverty reduction. This report is a contribution to the strategy review process. It examines the implementation of the 1990 strategy, maps changes against assessment of Bank performance at both the country and the project level and assesses the relevance of key elements of the 1990 strategy in light of new data and shifts in the development assistance environment. The report concludes that the 1990 strategy remains relevant but needs to be combined with a more comprehensive approach. Lessons from experience confirm the importance of a holistic approach to reach the poor more effectively. This includes a focus on local level institutions and building on existing institutional frameworks wherever possible and on working across sectors for maximum impact. The 1990 strategy and the operational guidelines based on it have failed to generate a clear emphasis on measuring and monitoring results. A critical test of the Bank's evolving poverty strategy will be the design of a credible framework for measuring the results of the Bank's country assistance, and helping to build local capacity for monitoring the impact of poverty reduction programmes. The report is in English with the foreword and the executive summary given in English, Spanish and French.
