On an empirical level, this book concentrates on the drawing of topographic and ideational boundaries in the Arab region, on Arab regional organizations, on the functional cooperation among Arab states and institutions, and on the socio-cultural infra-structure that supports the Arab region making process, with a strong focus on post-1990 dynamics. On a theoretical level, this work makes a case for the analytical autonomy of "Arab" regionalism (as opposed to regionalism in the Middle East or in the Mediterranean) and for the necessity of approaching it as an actual process instead of a failed project. The resilience of the Global South questions whether we are witnessing an evolution towards a regional rebalancing or even global restructuring. This responding volume has four interrelated topics. It explores the transformation taking place in/with regard to the financing of development in the Global South and the apparition of new players in the field. The emergence of 'New Regionalisms' in the South and the usefulness of these experiences for comparative studies of regional relationship is explicated. It turns its attention to new forms of transnational governance that are emerging and the role that a novelty of actors play in this 'new multilateralism'. Finally, it looks into the implications of this trio of novel directions and players for analyses and policies.

Book excerpt: The Survey of Economic and Social Development in the ESCWA Region 2011-2012 assesses the most recent economic and social developments in the ESCWA region, using the data that became available by the 2nd quarter of 2012. It found that GDP growth performance between major oil producers and the rest of the ESCWA region appeared to diverge. While GCC countries' oil export revenues marked all-time high, the subdued intra-regional tourism, trade and foreign direct investment clearly failed to produce the positive spill-over of oil revenues over the ESCWA region. It emphasizes that this growth polarization deepens already uncertain prospects of the region's economic and social development, noting that the unemployment rate of the ESCWA region remains at the highest level world-wide. The Survey concludes that the use of "regional leverage" by articulating regional cooperation frameworks for Arab regional integration is crucial to tackle pressing issues for a constructive economic and social transition of the region.
