Book excerpt: This special report by the Parliamentary and Health Service Ombudsman examines the administration of the Child and Working Tax Credits system, which was introduced in April 2003. The new system, which affects about six million families, is aimed at helping tackle child poverty and encouraging more people into work. The report considers the background to the introduction of the new system; design and delivery aspects; processing errors; communication and accessibility; overpayments; complaints and appeals; and wider tax credits issues. Although the project has been broadly successful given its scale of undertaking, the report focuses on cases of financial hardship caused as a result of the recovery of overpayments of tax credits, particularly for families on low incomes, the core group which the system is aimed at helping. Two key problems are highlighted relating to i) the system's design, based on annual awards with a degree of inbuilt financial uncertainty; and ii) its delivery, using a processing system that is wholly IT-based. The report makes 12 recommendations for actions to improve overpayment recovery processes, complaint handing and Revenue communications with customers, and to highlight key lessons that can be learned across government in the implementation of new policies and systems.

Book excerpt: The report, based on research carried out by RAND Europe and commissioned by the National Audit Office, presents the results of a benchmarking exercise investigating the issue of fraud and error in the social security systems of eight European and non-European countries (covering Australia, Canada, France, Ireland, Netherlands, New Zealand, Sweden and the United States). The study describes the different systems studied, assesses the scale and prominence of the problem in a national context, outlines approaches taken to measure and to reduce fraud and error, and draws out the principal themes emerging from the comparisons of relevance for the Department for Work and Pensions (DWP). Findings include that the availability of data and methodologies for measuring fraud and error at national level vary considerably, but the DWP is at the forefront in developing estimates of losses arising from fraud and error in social security expenditure. The high levels of estimated fraud and error in expenditure on benefits, £2.6 billion in 2004-05, have led to the NAO qualifying the DWP's accounts and those of the former Department of Social Security for 16 years in a row. The rates of fraud at the DWP appear comparable to those of other countries, such as USA, Ireland, Canada and New Zealand, and it compares favourably in terms of awareness of the problem and activities to combat the problem.

Conversely, the absence of accountability is associated with most of the greatest abuses in human history. Accountability is thus closely linked with the exercise of power and the legitimacy of policies and those pursuing them. This book looks at the role of evaluation and of audit as key elements in democratic accountability processes. The contributors explore the apparent paradox of there being more accountability-related activities today than ever before, at the same time as much public debate laments what is seen as a lack of actual accountability. Such a situation raises a number of questions: Is there a need for different approaches to establishing accountability or can current arrangements be modified to make them more effective? Are present practices part of the problem and are they preventing a mature debate about performance improvement taking place? In Plundering the North, Kristin Burnett and Travis Hay examine the disturbing mechanics behind the origins of this crisis: state and corporate intervention in northern Indigenous foodways. Despite claims to the contrary by governments, the Hudson’s Bay Company (HBC), and the contemporary North West Company (NWC), the exorbitant cost of food in the North is neither a naturally occurring phenomenon nor the result of free-market forces. Rather, inflated food prices are the direct result of government policies and corporate monopolies. Using food as a lens to track the institutional presence of the Canadian state in the North, Burnett and Hay chart the social, economic, and political changes that have taken place in northern Ontario since the 1950s. They explore the roles of state food policy and the HBC and NWC in setting up, perpetuating, and profiting from food insecurity while undermining Indigenous food sovereignties and self-determination. Plundering the North provides fresh insight into Canada’s settler colonial project by re-evaluating northern food policy and laying bare the governmental and corporate processes behind the chronic food insecurity experienced by northern Indigenous communities.
