Book excerpt: 2020 was a momentous year for EU SMEs, as well as for EU business and citizens more generally. The Covid-19 crisis brought to an abrupt halt or even reversed the gains made by the EU SME sector over the past decade. Many industries, especially in the SME-intensive services sector, experienced large declines in sales as a result of the various lockdowns and other measures introduced by Member States to fight the spread of Covid-19, although conversely, some industries actually saw their sales increase. However, the various business support measures implemented by Member States during the pandemic limited the employment impact of the decline in economic activity. The first part of this report reviews the impact of the pandemic on EU SMEs in 2020, and the likely performance of EU SMEs in 2021, after providing a brief overview of their pre-pandemic performance. The second part of the report focuses on the digitalisation of SMEs. The use by SMEs in 2020 of various digital tools (e.g. remote working, online/click and collect selling, etc.) helped to mitigate the impact of the pandemic. In this regard, the 2020 'EU SME Strategy for a sustainable and digital Europe' was launched at the most opportune time. It aims to "support European SMEs through strengthening their capacities to adapt to climate neutrality challenges, help them to reap the benefits of digitalisation, reduce the regulatory burden that SMEs face, and improve their opportunities to access finance". This report supports the SME Strategy, by reviewing and assessing the digitalisation activities undertaken by SMEs so far, especially during the pandemic, as well as the digitalisation issues and challenges faced by SMEs, and actual and potential policy responses to these challenges. The analysis focuses on two distinct aspects of the digitalisation of SMEs. Firstly, the performance of SMEs which are active in the digital sector and, secondly, the digitalisation of activities carried out by all SMEs, irrespective of sector.

In addition, after an extensive discussion of the state of digitalisation of SMEs in last year's SME Annual Report, this year the report examines how SMEs can increase their environmental sustainability.

Book excerpt: SMEs make up over 99% of businesses in the European Union and are the backbone of EU-27 economy. This report evaluates their prosperity in 2021 and 2022, and forecasts their performance in 2023, focusing mainly on three key variables: Value added expressed in both current and constant prices, Employment and Number of firms. Current prices value added grows significantly every year, but the notable inflation rates change the narrative: In 2022, value added actually declined by 1.4% and a similar decline is expected for 2023 as well. Employment increased in 2022 by 2.4%, but a stagnation is predicted for 2023. Within the overall SME population, micro SMEs performed better than small and medium-sized SMEs in both categories, value added and employment in 2022. A similar pattern is expected for the following year as well. Finally, the report analyses SMEs' performance through a granular breakdown of the distribution of EU-27 SMEs across NFBS industries and expands its findings at the industrial ecosystems level. The contribution of SMEs to the change in value added and employment across these 14 ecosystems varies greatly. Moreover, the long-term analysis of SMEs through a technology-intensity perspective reveals a remarkable increase in all three variables for the 'knowledge-intensive' sector.

SMEs are a highly diverse population of enterprises, and are present in every nook and cranny of the economy, with activities ranging from the production of artisan food to the production of high tech space exploration equipment, from retail services to the provision of highly specialised professional services, from focusing primarily on serving domestic customers to focusing mainly on the export markets. In short, SMEs are ubiquitous, and in 2014 accounted for 99.8% of all enterprises in the non-financial business sector in the EU28. For every km2 of land surface the EU has an average of 5 SMEs. Moreover, in 2014 SMEs employed almost 90 million people - 67% of total employment, and generated 58% of the sector's value added.
