If the Cancer Institute is to function effectively there must be coordination and co Operation at all levels of activity. Staff of the Branch have served on. Interdivisional Groups, which are attempting to foster better communications. The Branch is responsible for maintaining a reprint file for all the extra mural programs. We receive approximately five copies of each reprint from grantees; one copy is maintained in our official file, the others are dis tributed to the Division of Cancer Biology and Diagnosis, the Division of Cancer Cause and Prevention, the Division of Cancer Treatment, and the Office of Public Affairs. The three Divisions also receive a summary of each new grant that is awarded, as well as a summary of each successfully competing continuation grant. In addition, each Branch and Laboratory Chief of the nci receives a copy of the pars Index (mentioned above). Therefore, it should be possible with the reprints from grantees, the summaries of the grants, and the Index of the literature, for intramural scientists to keep abreast of the re search being conducted by grant funds. In addition to supplying the above in formation the Branch receives many requests from intramural scientists asking fer specific research information regarding grant supported projects. It is felt that these are important functions and that the free flow of information between the different groups of the nci is essential, especially for persons responsible for major research planning and projecting of funds. In this regard, another function of the Branch has taken on even-greater significance. Since more and more funds are being allocated for contracted research, the surveillance by the Branch for possible conflicts and over lap between grants and contracts becomes more essential. Each Type 1, 2, 3, and 5 grant application from an institution is reviewed and compared with all the currently active contracts at the institution. Likewise, all new and renewal contract proposals are similarly compared with active and pending grants at the same institution. This review is performed strictly as a service for the nci Division of Cancer Grants and the other research Divisions. Whenever problems are detected the proper program officers are notified and steps are taken to correct them. Book excerpt: Excerpt from Annual Report of Program Activities, Vol. 5: National Cancer Institute Fiscal Year 1981 The mission of the Division of Extramural Activities is to plan and direct, in coordination with the other Divisions of the National Cancer Institute, a program in support of national and international cancer research and training through a system of grants and contracts. The role of the Dea relates to the peer review and financial management of the grants and the review activities of resource contracts. All grant applications must undergo dual review and critical assessment of their scientific merit, the ability of the investigator, the adequacy of available facilities, budget priorities, and the program relevance of the proposed work. This review is conducted by appropriate committees composed of outstanding scientists and other recognized authorities in the health sciences. The final part of the dual review of grants is conducted by the National Cancer Advisory Board, -a group of eminent scientists and lay people whose major interests are in cancer. The Office of the Director provides the leadership and direction to the Nci's peer review activities for grants, and proposes and institutes policies and procedures for achieving the Institute's missions. During fiscal year 1981, 3800 grant applications were referred to the National Cancer Institute. Of these, 474 were assigned to review committees under the Division of Extramural Activities and the rest received their initial review through the Division of Research Grant study sections. This involved the conduct of many site visits, the preparation of large numbers of summary statements of recommendations, site visit reports, and other material for review by both the initial review groups and the National Cancer Advisory Board. The Dea during this fiscal year assumed the responsibility for developing and implementing a plan for technical merit peer review of Institute-wide research, resource, and intramural support contract proposals. The Dea contract review committees formerly had responsibility for technical merit review of only research contract proposals. It is anticipated that the additional review responsibilities will require the formation of several new chartered and adhoc review committees within the Division. All committee management activities for Nci are carried out in the Dea. This office is responsible for the development and implementation of the policies, guidelines, and standards of procedures for the appointment of members, and the establishment and management of the Nci review and advisory committees. The consultants are divided into two broad categories the review groups whose primary function is to determine the scientific merit of research grant applications and contract proposals, and the program advisory groups who provide the broad perspective on the research needs and scientific opportunities of the Institute. The Director of the Division is also Executive Secretary of the National Cancer Advisory Board. The Board meets four times a year. Three of its meetings are for the final review of all Nci grants and to advise the Director of the Nci on various program matters, and the fourth meeting usually held in November is totally for program review at which one or more of the Nci Divisions is reviewed in detail. Book excerpt: Excerpt from Report of Program Activities National Cancer Institute, Fiscal Year 1979, Vol. 5: Division of Cancer Research Resources and Centers By the beginning of the fiscal year 1979, as a result of reorganizing the National Cancer Institute (NCI), all of the regular research grant programs had been transferred from the Division of Cancer Research Resources and Centers (DCRRC) to other Divisions of the Institute. Responsibility for all peer review of grants and research contracts had been transferred from other Divisions of the Institute to DCRRC. In addition, DCRRC had accepted responsibility for activities related to supporting and interacting with the National Cancer Advisory Board (NCAB). The Division continued to administer grants management and grants financial management, as well as reporting and analysis activities. The Division also continued the administration of the Organ Site Programs, the Construction Program, and Clinical and Research Manpower Programs. The continuance of the latter programs in DCRRC was a temporary arrangement to provide stability while other transfers were being assimilated and to provide time to consider the proper organizational setting for them. In April 1979, the Director of NCI announced tentative plans to initiate a second phase of the Institutes reorganization. This second phase of reorganization would remove the Centers Program from the Office of the Director, NCI; would remove Organ Site, Manpower, and Construction Programs from DCRRC; and would combine these Programs with major elements of Cancer Control in a new Division. The Director also indicated tentative plans to create a Division of Prevention. As fiscal year 1979 draws to a close, plans to implement this second phase of reorganization are being formulated. Since the anticipated changes have not been accomplished, this annual report includes the programs that soon will be transferred from the Division. Furthermore, until a name change is authorized, the report continues under the appellation Division of Cancer Research Resources and Centers. The Division takes pride in the activities, the progress, and the accomplishments of the Research Analysis and Evaluation Branch, the National Organ Site Programs Branch, the Research Facilities Branch, the Clinical Cancer Education Branch, and the Research Manpower Branch. Because these activities are sufficiently described in individual Branch reports, no further comment is needed here. Incorporating new review responsibilities into the activities of the Review and Referral Branch and coping with the additional complications and logistical difficulties imposed on the Grants Administration Branch by the reorganization of the Institute commanded much of the energy and effort of the Division during the fiscal year. These time - and resource-consuming endeavors are well documented in the reports of these two branches. An emerging role for the Divisions is the provision of grants financial, procedural, and policy information and advice to the Institutes Division Directors and to the Director, NCI. This role is a natural consequence of the information and data that become available to DCRRC through the receipt, referral, review, and award processes. This year the series was extended to include follow-up through 1978, permitting an analysis of trends in 5-year survival rates between those first diagnosed in 1970-73 and those in 1960-63. The survival rates increased significantly for most of the major sites of cancer. The seer Program will soon provide follow-up data through 1980, so that 5-year survival rates can be evaluated for a large population-based sample of patients diagnosed in 1973-75. Major differences between whites and blacks have been found in the survival rates of various cancers, and studies are planned to identify the responsible factors. Special emphasis was placed this year on case-control and cohort studies to evaluate key hypotheses in cancer etiology. Occupational studies are a time-tested means of identifying physical and chemical carcinogens, and were pursued to assess hazards suspected on the basis of experimental, clinical, and field observations. Preliminary surveys of petroleum workers revealed excesses of certain cancers, notably of the brain, while professional artists showed increases of leukemia and bladder cancer. Considerable effort was devoted to working with other Government agencies such as the Social Security Administration, to utilize record systems that could help in identifying occupational groups at high risk of cancer. In rare cases, an imperfection in the original, such as a blemish or missing page, may be replicated in our edition. We do, however, repair the vast majority of imperfections successfully; any imperfections that remain are intentionally left to preserve the state of such historical works.
