The Committee is disappointed with the content of the Government's response to its earlier Report, and challenges the Ministry of Defence to be more open in setting out its role in contributing to the nation's security. In this Report, the Committee: calls upon the Government to provide regular updates on national security to appropriate select committees; deplores the Government's failure so far to establish a Joint Committee on the National Security Strategy following the announcement of July 2008; and stresses the importance of the forthcoming defence Green Paper and Strategic Defence Review in making the necessary and important connections between national security and strategic defence capabilities. The next Government must spell out more clearly the role of the UK's defence assets in our national security.

Book excerpt: It is accepted that the steady increase in the level of Service complaints made directly to the chain of command or referred by the Commissioner may indicate an increasing level of confidence in the system. However, there is concern noting the Commissioner's comments regarding a much lower rate of annual increase in contacts about matters that could become Service complaints compared to the first three years that her post had existed. This concern is heightened by other organisations, such as the Service Families Federations, reporting lower levels of contact from Service personnel, solicitors reporting an increase in the number of individuals approaching them as they felt the Commissioner had no powers, and the increase in the number of people not pursuing matters with the Commissioner after initial contact for the same reason. There is also concern that the Commissioner and others are reporting that fears of redundancy among Service personnel appear to be deterring them from making Service complaints. It is unacceptable that Service personnel who believe they have a genuine grievance in relation to redundancy or any other matter are reluctant to seek redress and resolution of the matter through the appropriate channels because they fear the consequences of making a complaint. As a matter of urgency the MoD and the Commissioner should investigate this matter. The Service Complaints Commissioner role is an integral part of honouring the Armed Forces Covenant and whilst there has been progress made in delivering a fair, just and efficient Service complaints system, there is still a long way to go

Book excerpt: From its very beginning, in June 1842, the Protestant Mission in Gabon included men and women of African descent--African Americans, Americo-Liberians, and West Africans--all teachers and advanced students from the Cape Palmas (Liberia) Mission, who transferred with the mission to its new location on the Gaboon estuary. All came voluntarily and wholeheartedly. They served as teachers, evangelists, preachers, and printers, building the early foundation of Christianity in Gabon. Many eventually returned to their homelands, but others stayed for the duration of their lives, assimilating into the local community. This book celebrates the contribution of persons of African descent who served with the mission from 1834 until 1891, a time of complex and controversial race relations in America, which seeped into mission relations overseas. Private missionary correspondence and journals reveal the interrelationships, roles, and contributions of these individuals, and also the underlying perceptions of nationality, race, and gender. One must grieve the injustices evident in the stories, yet marvel at the giftedness, faith, determination and commitment of those who served, often with no official recognition.
