According to chap ter 9, section 5, of the Revised Laws of Massachusetts for 1902, such reports shall include the year ending on the thirtieth day of September; and, as the commission had been at this date but two months in existence, it necessarily follows that only a very brief account of its work can be given. Book excerpt: Excerpt from Fourth Annual Report of the Charles River Basin Commission: December 1, 1906 Four hundred thousand cubic yards of dredging have been done in the Basin and in the canals. Work has been started upon the lowering of pipes, to prevent interference with navigation in the canals. A cotter-dam, enclosing about acres of what was once the bottom of Charles River, has been constructed, and in it has been built the masonry work for many of the permanent hydraulic appurtenances of the Dam and the Boston Marginal Conduit, besides a Lock 490 feet long (which includes a draw at the lower end), 45 feet wide, and 27 feet deep at mean high tide. This has been known as the Boston Coffer-dam. Rfig. 1 shows the pile foundations for the structures to be built within the Boston coffer-dam. Fig. 2 shows the masonry construction within the Boston coffer-dam. In a smaller coffer - dam on the other side of the river, known as the Cambridge Coffer - dam, nine Sluices have been erected. The middle sluice of this series has been arranged to serve a double purpose, so that when not in use as a sluice it may be operated as a lock for small boats which do not require so much head-room as to prevent their passage under the road way, which will be at a level of 21 feet above mean low-water mark. The Charles River Basin Commission has the honor to make the following report of its proceedings for the fiscal year ending Nov. 30, 1909. As required by law, the Commission filed, on Jan. 5, 1910, the statement printed herewith of its expenditures and receipts, together with an abstract of its doings. This will be the last report of the Commission for a full year. An additional and final statement will be made of the Commissions doings for the seven months of the current year ending June 30, 1910. As provided in the original Charles River Basin Act and in chapter 524 of the Acts of 1909, the care and control of the Charles River Basin will pass to the Metropolitan Park Commission on July 1, 1910, when this Commission will cease to exist. Realization of a Popular Demand. The location of the main Basin is in the region known as the Back Bay of Boston, but lest any one, because of this fact, erroneously assume that the water park which the Charles River Dam creates is merely a Back Bay improvement, the Commission deems it wise to give something more than a formal statement concerning the project. From residents of the Back Bay came practically the only opposition which was encountered by the seven thousand petitioners who endorsed the project in 1901.
