Book excerpt: Excerpt from Annual Report of the Board of Education, 1875-76 In the discharge of the duties assigned them, the Board of Education respectfully submit to the Legislature their Fortieth Annual Report. When the last report of the Board was presented, space for the exhibit of the Department Of Education and Science at Philadelphia had not been allotted. It was the Opinion Of the Board that a special building, to be devoted to the purpose, and an additional appropriation for the exhibit itself, were necessary to do justice to the varied interests Of the Commonwealth involved in this department. Neither of these facilities was afforded. Therefore the Committee of the Board, consisting of Messrs. Gardiner G. Hubbard, A. A. Miner and Joseph White, through their Agent, Mr. John D. Philbrick, and by the per sonal efforts of their Chairman, Mr. Hubbard, secured the best accommodations available in regard to Space, and arranged the exhibit accordingly. Six rooms in the east gallery, three on either side Of the entrance thereto, with such Space between as could be made available, were prepared for a compact presenta tion of the choicest portions of the materials in hand. The restricted limits excluded much which would have added to the variety and extent Of the exhibit, though perhaps not to its average quality. Care was taken to do justice, as far as possi ble, to the different parts of the State, and to the several higher institutions which proffered their aid. Book excerpt: Excerpt from Thirty-Ninth Annual Report of the Board of Education, 1874-1875: Together With the Thirty-Ninth Annual Report of the Secretary of the Board; January, 1876 Gentlemen - It gives me much pleasure to report that dur ing the year 187 5, every city in the State whose population of ten thousand and upwards imposed on it compliance with the law of 187 0 in maintaining free industrial drawing classes, has established such classes. With regard to the success of these classes, it must be remem bered that the difficulties which hindered their practical useful ness in the first few years are not altogether removed even now, ' and the absence of suitable and well-equipped class-rooms for different branches of study, with experienced and accomplished teachers to give instruction, is clearly discernible in many cities. Gradually, however, one after another of the localities most alive to the needs of industrial education are providing them selves with rooms properly lighted and arranged, and with examples for study well chosen and for the time sufficient; and through the action of the Normal art-school, it will not be long before teachers will be available capable of taking charge of the various branches of art-education which are generally taught in an art-school. The development of art-education in the Stato cannot go on faster than the development of public opinion which originates and sustains it; but there can be no question that the annual exhibitions of drawings from the free evening drawing classes of the State have rapidly matured public opinion on the subject. The past year has been one of marked progress in our pub lic schools. Statistics can show but one phase of them, and cannot distinctly indicate that improvement in their quality which is the most valuable kind of progress. Yet the advance which the statistics of the last year reveal is' most gratifying. In nearly every particular there has been essential improve ment. Never before has so large a preportion of the children of the State been taught in these schools. The amount paid for teachers' services exceeded a million dollars. The sum raised and expended for the.schools largely surpassed that of any former year. This increase was derived from taxation. The period covered by these statistics corresponded almost exactly with the first twelve months of the panic in financial affairs. It is no small honor to the people of the State that at a time of exceptional stringency in money matters they have provided more liberally for popular education than at any for mer period. They have thus shown that they hold fast the faith of their fathers in universal intelligence, and that how ever they may differ upon other subjects, upon this the great majority of them are essentially agreed. At a time when the common school system of our country is exposed to violent and persistent assaults, this incidental evidence that the people of Connecticut heartily believe in it is especially valuable. Ten years have now elapsed since the Board of Education was constituted. This is, therefore, a fit occasion for reviewing the record of the past decade, and noting what changes have occurred. The following table, giving a comparative view of certain items from the reports of 1865 and 1875, shows some of these changes.
