Volunteers, on Military Operations and Civil Affairs in the Philippine Islands, 1899 The time which I am directed to cover in these reports may prop erly be divided into two periods - the first extending from June 30, 1898, to February 4, 1890, the date upon which the then rebellious sub jects of Spain attacked at Manila, without cause, the forces of the I'nited States, which, under the protocol of August 1898, and like wise the articles of capitulation of the following day, were lawfully in possession of the city, bay, and harborof Manila. The second period extends from I4'ebruary 4, (when these open and declared hostili ties were inaugurated), to the present date. The events of a portion of the first period, in so fa as the concentration of troops at San Francisco and the transportation of those sent out to the Philippines, to and including July 15, 1898. Are concerned, together with all action of troops preliminary to, and attendant upon, the capture of Manila on August 13, 1898, and thereafter to the end of that month, have been ably reported by my predecessor, major-general Merritt. But a brief reference to the preparations made by the Government, as solely affecting the Army, in its efforts to meet existing or antici pated conditions in the Philippines resulting from, or likely to arise in, the war with Spain, is pertinent here in order to present intelli gently the services of troops in these islands. Chapters appearing in this volume passed the scrutiny of a double-blind peer-review by one or more referees from the board of reviewers. The chapters are largely written in a colloquial, intellectual op-ed fashion and capture a "snapshot" of the current discussions regarding a particular topic of interest to uniformed personnel, policy makers, and senior leaders. Each section seeks to frame the spectrum of perspectives captured within the current debates and lines of argument. Authors were specifically asked not to address all sides of the issue, but rather to produce a well-reasoned argument explaining why they believe their well-known position on an issue is in the best interests of the military members and make specific recommendations about how best to address the policy issues from their perspective. Still, the Soldiers who come to our Army from our society will be asked to fight in increasingly complex and demanding conflicts, and they must be prepared through new, unique, and scientifically based techniques. So while Dr. East's monograph is a fascinating history, it is also a required call for all leaders to better understand the science and the art of physical preparation for the battlefield. It was and is important for us to get this area of training right, because getting it right means a better chance for success in combat.
