These labourers work difficult and dangerous jobs with limited legal protections and are effectively barred from permanent settlement in Canada. In Harvesting Labour Edward Dunsworth examines the history of farm work in one of Canada’s underrecognized but most important crop sectors – Ontario tobacco. Dunsworth takes aim at the idea that temporary foreign worker programs emerged in response to labour shortages or the unwillingness of Canadians to work in agriculture. To the contrary, Ontario’s tobacco sector was extremely popular with workers for much of the twentieth century, with high wages attracting a diverse workforce and enabling thousands to establish themselves as small farm owners. By the end of the century, however, the sector had become something entirely different: a handful of mega-farms relying on foreign guest workers to produce their crops. Taking readers from the leafy fields of Ontario’s tobacco belt to rural Jamaica, Barbados, and North Carolina and on to the halls of government, Dunsworth demonstrates how the ultimate transformation of tobacco – and Canadian agriculture writ large – was fundamentally a function of the capitalist restructuring of farming. Harvesting Labour brings together the fields of labour, migration, and business history to reinterpret the historical origins of contemporary Canadian agriculture and its workforce.

With a new field survey, it also documents existing policies and programs on pensions and social security, and examines their fiscal implications for the economy and society. Ageing of population is an inevitable consequence of the process of demographic transition. Being ahead, the developed regions of the world have long experienced its consequences; but the developing world is only now facing the travails of population ageing. Though the population under the age of 15 years in 2000 was estimated to be 3.3 times the size of the population of 60 years and above, the elderly are expected to surpass the number of children under 15 years by the year 2050. Among the elderly, it is the oldest old—those aged 80 years or more, whose numbers would increase most rapidly. Much of this growth would take place in the poor countries of the world. Five South Asian countries (India, Pakistan, Bangladesh, Sri Lanka and Nepal) account for 100 million elderly persons in the beginning of 21st century and it is expected to reach 400 million in 2050. What are the fiscal implications of this tremendous growth for sustaining pensions and social security schemes in South Asia? Are these countries in need of pension reforms? Would these countries be able to provide good health care for the growing population of elderly persons afflicted by multiple diseases and disability? Experts from leading economic research institutions address the issue with a new survey conducted in each country. The book, in effect: Assesses the ageing scenario in five countries in South Asia: past, present, and future; Reviews existing policies and programs on pensions and social security for the elderly; Reports the findings of a sample survey in each of these countries conducted for this work in order to assess the nature, magnitude, and adequacy of various forms of pensions and social assistance; Suggests broad-based comprehensive pension and social security policies in South Asia. .

Book excerpt: In the early 1980s, against the background of chronic unemployment in Britain, the particular plight of young people had come to be identified as a subject for special concern. Anxieties were expressed, as they were in the 1930s, as a twin concern for a waste of the nation’s resources and for the demoralization of youth, leading potentially to anti-social behaviour. Originally published in 1982, this volume of essays identifies a number of key issues in the pattern of state response to youth unemployment which had evolved in the inter-war and post-war periods. The contributors discuss a number of related themes, such as how the problem has been defined and created as a kind of ‘moral panic’, and how contemporary measures recapitulate the rhetoric and policies of pre-war interventions. They examine the relationship between youth unemployment measures and the education sector, the responses of the trade unions, and also consider how young people themselves respond to special programmes. A critical assessment is made of the further education elements in the special measures: in particular, the question is asked: do these young people need ‘social and life skills’ training? The book charts the changing nature of the state response to youth unemployment since 1974, and stresses throughout the inappropriate nature of ‘temporary’ amelioration of a long-term, even permanent, problem.
