However, any assessment of the EU’s role in international security is underpinned by a specific understanding of security. This book is based on a broad understanding of security. We consider that security concerns are increasingly triggered by challenges such as terrorism, climate change, mass migration flows, and many other ‘non-traditional’ security issues. This book tries to capture these aspects of the EU’s fast changing security policies following the entry into force of the Lisbon Treaty on 1 December 2009. There are several common themes stemming from a combined reading of the chapters. Firstly, the EU has sought to simultaneously pursue its security objectives and spread its values, such as democracy, the rule of law, and human rights, by encouraging reforms in its neighbourhood. However, it is increasingly evident that there are tensions and contradictions between these two objectives, which can be illuminated and better understood by considering another strand of literature, with which there has been little engagement in EU studies to date, namely the literature on human security. This book is the first to analyse these hugely topical developments in European security after the Lisbon Treaty. It was published as a special issue of Perspectives on European Politics and Society.

Several studies have interpreted the EU's role in Africa as either a self-interested hegemonic actor or as a value oriented normative power. In this volume, Daniela Sicurelli challenges these views by taking a closer look at Europe's policies towards Sub-Saharan Africa in the area of peacekeeping, trade and development, and environmental protection. Using fresh empirical evidence, including interviews with both European and African officials, she argues that the EU is far from becoming a unitary player in Africa. Lacking a clear strategy and coherent normative framework, the EU should be considered a multi-level actor, where national and supranational institutions have different interests and push forward contrasting views of what role Europe should play in Africa. The ability of single institutions to frame an issue as requiring either intergovernmental or supranational procedures appears crucial for shaping the content of European Africa policies. An original contribution to the growing literature on the EU as an international actor, this book is extremely useful to scholars, researchers and policy-makers demanding critical work in the field of EU-Africa policy.

EU interventions or missions in non-member countries are a relatively recent development, and have largely been undertaken to ensure more effective co-ordination of humanitarian, peace-keeping, and peace building efforts by Member States in response to international conflicts and crises - and perhaps also to project the role of the EU as a major actor on the global stage. EU missions may involve the deployment of military forces in peace-keeping or peace enforcement operations, the deployment of military and police personnel in a preventive role or with a view to maintaining public order or controlling criminal activity, or they may involve the provision of civilian support for the rebuilding or redevelopment of the rule of law in countries where governmental structures have broken down. This report examines the incidence of these interventions, as well as their interaction with other bodies such as the UN, NATO, the African Union and voluntary coalitions, and the complex diplomatic and military negotiations leading to particular operations. The focus on assistance reflects the primary responsibility of the EU not to act independently of the UN and other international bodies but to provide support and assistance to the wider international community. The main aim of the report is not to provide a detailed analysis of the success or failure of particular missions, but is to describe the often complex and confusing structures developed over the past decade and to assess the past, present and future of the EU's responsibility to intervene in international crises.
