Book HC 147 Major Projects Authority

Download or read book HC 147 Major Projects Authority written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2014-08-19 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: The work of the Major Projects Authority is supported but without stronger powers it is unlikely to achieve its aim of a systemic improvement in project delivery across government. The projects in the MPA's portfolio represent a huge and rising cost to the taxpayer. The MPA, however, only has informal influence over departments. It has no powers if a department decides to proceed with a project against MPA advice. It needs to have stronger, more formal mechanisms for driving change, and there should be transparency where ministers or officials have rejected its recommendations. The MPA also needs to focus its efforts more on the early stages of a project, working with departments to ensure that they have devoted sufficient attention to the concept, design and business case for projects before seeking approval. It could also improve its impact by prioritising its work more effectively. The creation of the Major Projects Leadership Academy is welcomed, but the MPA needs to target top decision-makers as well as managers. Nobody in central government is responsible for overseeing projects at a strategic whole-of-government level. The Treasury should take ownership and responsibility for overseeing the government portfolio. The MPA should also publish more information on each project, including the amount spent to date, even if this means reviewing the Government's transparency policy. There is also particular concern that the decision to award a 'reset' rating to the Universal Credit project may have been an attempt to keep information secret and prevent scrutiny

Book The Ethno Narcotic Politics of the Shan People

Download or read book The Ethno Narcotic Politics of the Shan People written by Thitiwut Boonyawongwiwat and published by Lexington Books. This book was released on 2017-11-15 with total page 187 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book proposes the alternative explanation on the pattern of ethnic conflict, especially the on-going civil war in Myanmar. Previously, most scholars accepted that narcotics play the crucial role in conflict as the resource of revenues. However, this book dramatically changes what we have ever thought before. It investigated in both field and documentary research by examining the role of narcotics in the ideological formation process and ethnic identification process. Consequently, the so-called ethno-narcotic politics was found in the way that the role of narcotics was able to be used as the source of political mobilization in various ways. Furthermore, the borderland is the appropriated area where the process of anti-ethno-narcotics identification could be emerged and later used as the main identity for the ethnic groups who remain fighting against state’s power.

Book The India US Partnership

Download or read book The India US Partnership written by Nish Acharya and published by Oxford University Press. This book was released on 2016-05-12 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: The story of US - India relations is one of unfulfilled potential. Despite their common commitment to democracy, diversity and free markets, their short and long term objectives have not aligned in a way to create a robust economic and political partnership. These two nations, which will soon be the second and the third largest economies in the world, must find ways to increase their economic integration over the next 15 years through institutional capacity building, creating a startup culture and using India’s talent pool to resolve complex global problems. Engaging the question of bilateral partnership from the perspectives of investment, public policy and philanthropy, Acharya delves into ways in which India can approach the goal of $1 trillion worth of economic ties with the US by 2030. Backed by 62 interviews of leaders from business, government, civil society and the academia and 30 case studies on the growing impact of American organizations on the Indian economy and of Indians on the American economy, this study highlights organizations that are inspirational models for their sectors and are aiming at realizing a trillion-dollar, long-term economic partnership between India and America.

Book Countering Economic Crime

Download or read book Countering Economic Crime written by Axel Palmer and published by Routledge. This book was released on 2017-09-22 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economic crime is a significant feature of the UK’s economic landscape and yet despite the government’s bold mission statements ‘to hold those suspected of financial wrongdoing to account’ as part of their ‘day of reckoning’ and ‘serious about white-collar crime’ agenda, there is a sense that this is still not being done effectively. This book examines the history of the creation of the UK’s anti-economic crime institutions and accompanying legislation, providing a critique of their effectiveness. The book analyses whether the recent regulatory regime is fit for purpose as well as being appropriate for the future. In order to explore how the UK’s economic crime strategies could be improved the book takes a comparative approach analysing policy and legislative responses to economic crime in the United States and Australia in order to determine whether the UK could or should import similar structures or laws to improve the enforcement of UK economic crime.
