Book Gathering to Save a Nation

Download or read book Gathering to Save a Nation written by Stephen D. Engle and published by UNC Press Books. This book was released on 2016-09-13 with total page 737 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this rich study of Union governors and their role in the Civil War, Stephen D. Engle examines how these politicians were pivotal in securing victory. In a time of limited federal authority, governors were an essential part of the machine that maintained the Union while it mobilized and sustained the war effort. Charged with the difficult task of raising soldiers from their home states, these governors had to also rally political, economic, and popular support for the conflict, at times against a backdrop of significant local opposition. Engle argues that the relationship between these loyal-state leaders and Lincoln's administration was far more collaborative than previously thought. While providing detailed and engaging portraits of these men, their state-level actions, and their collective cooperation, Engle brings into new focus the era's complex political history and shows how the Civil War tested and transformed the relationship between state and federal governments.

Book Self Government the American Theme

Download or read book Self Government the American Theme written by Will Morrisey and published by Lexington Books. This book was released on 2005-10-20 with total page 294 pages. Available in PDF, EPUB and Kindle. Book excerpt: Americans introduced themselves to the world by declaring their independence. They recognized that their "unalienable rights" were secured by institutionalized government that derives its just powers from the consent of the governed. In Self-Government, The American Theme, Will Morrisey defines the concept of self-government and tracks its permutations in the ardent writings of key American presidents. He shows how the transition to a more powerful national state was managed on political soil where "self-government" was not an indigenous crop. Morrisey considers the genesis of "self-government" in the political thought of the founding U.S. presidents, comparing their understanding of the term with that of President Abraham Lincoln and Confederate States of America President, Jefferson Davis. In this text Morrisey aptly demonstrates how the regime of the founders was replaced by a much more statist regime during the Civil War. He offers salient interpretations of the writings of the key presidents of founding and civil war periods, and interpretations centered on the key word, "self-government". This book is an essential contribution to the understanding of early American history and politics.

Download or read book Act of Justice written by Burrus Carnahan and published by University Press of Kentucky. This book was released on 2007-09-21 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: In his first inaugural address, Abraham Lincoln declared that as president he would “have no lawful right” to interfere with the institution of slavery. Yet less than two years later, he issued a proclamation intended to free all slaves throughout the Confederate states. When critics challenged the constitutional soundness of the act, Lincoln pointed to the international laws and usages of war as the legal basis for his Proclamation, asserting that the Constitution invested the president “with the law of war in time of war.” As the Civil War intensified, the Lincoln administration slowly and reluctantly accorded full belligerent rights to the Confederacy under the law of war. This included designating a prisoner of war status for captives, honoring flags of truce, and negotiating formal agreements for the exchange of prisoners—practices that laid the intellectual foundations for emancipation. Once the United States allowed Confederates all the privileges of belligerents under international law, it followed that they should also suffer the disadvantages, including trial by military courts, seizure of property, and eventually the emancipation of slaves. Even after the Lincoln administration decided to apply the law of war, it was unclear whether state and federal courts would agree. After careful analysis, author Burrus M. Carnahan concludes that if the courts had decided that the proclamation was not justified, the result would have been the personal legal liability of thousands of Union officers to aggrieved slave owners. This argument offers further support to the notion that Lincoln’s delay in issuing the Emancipation Proclamation was an exercise of political prudence, not a personal reluctance to free the slaves. In Act of Justice, Carnahan contends that Lincoln was no reluctant emancipator; he wrote a truly radical document that treated Confederate slaves as an oppressed people rather than merely as enemy property. In this respect, Lincoln’s proclamation anticipated the psychological warfare tactics of the twentieth and twenty-first centuries. Carnahan’s exploration of the president’s war powers illuminates the origins of early debates about war powers and the Constitution and their link to international law.
