The role of administrative science in the management of public sector organizations and the business sector is crucial. Since a lot of challenges arise in administrative science due to this pandemic, such as physical restrictions, digitization of services, and also loss of economic resources need some change and adaptation in the practise of public administration. Various important discussions and research in public administration on pandemics have achieved many things, starting from the impact of the pandemic in various sectors, organizational adaptation strategies, policy implementation and evaluation, policy best practices for resilience, but among that good work, much is still needed. One of them is public discussion forums that are able to provide inspiration and solutions to various problems in this new normal era. Therefore, the Master of Public Administration program organize an international seminars and conferences entitled 'Globalization and the Challenges of Public Administration in the Post Covid 19 amid intense geopolitical competition'. The whole series of virtual international seminar and conference is open to students, lecturers, researchers, policy makers, and practitioners who are interested in issues related to Administrative Science to share their work and ideas. Participants will present their paper work in English. Non-presenting participants are allowed to choose discussion groups according to their respective interests, and thus the seminar will be a good opportunity to receive feedback for the presented papers. and stay informed about trends and research agendas in the field.

Increasingly there is a feeling that performance management alone will not solve this crisis. Citizens also expect from politicians and public servants ethical responsible conduct. As to the ethics, however, there is a problem. Governance and new public management have raised new problems which cannot be solved by referring to the traditional bureaucratic ethics. Devolution and decentralisation processes have enhanced the responsibility of public servants. The increase of transparency and openness and the service orientation of public organisations have challenged the traditional values of discretion and equality before the rule. The growing interaction between the public and the private sector have raised the question of integrity. In light of these developments, it is important to update the ethical system, or reversibly, the traditional values of the public service can question some actual evolutions in government.

Book excerpt: This book is a joint effort of researchers who have been involved in research-projects and programmes that have been trying to chart and reflect upon the implications of Information and Communication Technologies (ICTs) for Public Administration (Tilburg/Rotterdam, Kassel, Irvine, Nottingham/Glasgow). Since the fifties, computers had largely facilitated and the transformation of the minimal 'Night-Watch-state' into the modern 'Welfare-state', through their contribution to their effectivity, productivity and efficiency. In most Handbooks of Public Administration, computers are seen as neutral instruments and, most of the time, the role of computer technologies in the transformation of public administration is completely neglected. This 'deafening silence' is a great contrast with the way ICT's are actually changing public administration. The faster the developments in a field of study are, the more difficult it is to let the theories, related to that field of study, mature. In such circumstances, most statements will remain provisial and context-dependent. 25 years of research in Irvine (California) and Kassel (Germany) and more than 10 years of research in Tilburg/Rotterdam (The Netherlands) and about seven years of research in Glasgow/Nottingham (the United Kingdom) nonetheless enables the presentation of a modest image of public administration as it is entering the information age. Researchers in each of these groups have, nevertheless, not stopped trying to phrase theories about the implications of informatization for public administration with a more or less larges scope, that are robust in different contexts and over longer periods of time. These results and theories, covering a broad set of elements of the body of knowledge of public administration, are presented in this volume. As the authors try to demonstrate in this book, informatization developments in public administration do not only challenge the existing body of knowledge of the public administration discipline, but they are also opening up new perspectives and paradigms for the study of public administration.
