Between 1961 and 1974, Portugal faced the extremely ambitious task of conducting three simultaneous counterinsurgency campaigns to preserve its hegemony of Angola, Portuguese Guinea and Mozambique. While other European states were falling over themselves in granting independence to their African possessions, Portugal chose to stay and fight despite the odds against success.That it did so successfully for thirteen years in a distant multi-fronted war remains a remarkable achievement, particularly for a nation of such modest resources. For example, in Angola the Portuguese had a tiny air force of possibly a dozen transport planes, a squadron or two of F-86s and perhaps twenty helicopters: and that in a remote African country twice the size of Texas. Portugal proved that such a war can be won. In Angola victory was complete.However, the political leadership proved weak and irresolute, and this encouraged communist elements within the military to stage a coup in April 1974 and lead a capitulation to the insurgent movements, squandering the hard-won military and social gains and abandoning Portugals African citizens to generations of civil war and destitution.

The Angolan civil war was the product of personal jealousies, contrasting ideologies, and ethnic animosities. Martin James III, who wrote his book near the close of the first period of civil war, contends that despite Gorbachev's "new thinking" and talk of peaceful solutions to regional conflicts, Soviet policy toward Angola marked a reversion to the Brezhnev Doctrine. The biggest MPLA-Cuban offenses occurred during Gorbachev's tenure with Soviet advisers at the brigade level directing an MPLA offensive. American policy toward Angola is also examined here. This is the first book to emphasize the dynamic role of UNITA in the Angolan liberation movement. James acknowledges that the importance of foreign powers in guaranteeing a government of national reconciliation. Just as important are strategies of compromise requiring trust in a political context where it is violated and submission for the common good where defiance is a remnant of the colonial past. Pearce's argument is based on original interviews with farmers and town dwellers, soldiers and politicians in Central Angola. He uses these to examine the ideologies about nation and state that elites deployed in pursuit of hegemony, and traces how people responded to these efforts at politicisation. The material presented here demonstrates the power of the ideas of state and nation in shaping perceptions of self-interest and determining political loyalty. Yet the book also shows how political allegiances could and did change in response to the experience of military force. This book provides the first comprehensive attempt at analyzing how the military and non-military dynamics of more than four decades of conflict created the structural violence that stubbornly defines Angolan society even in the absence of war. The book clearly demonstrates that the end of the civil war has not ushered in positive peace. The focus on structural violence enables the author to explore the continuities since colonial times, especially in the ways race, class, ethnicity, and power have been used by governing elites as mechanisms to oppress the powerless. Thus, although corruption as structural violence manifesting itself so ubiquitously in Angola today may have been taken to new levels after independence, its origin is unmistakably colonial. Similarly, the zero-sum character of political interactions that defined colonial Angola is yet to be fully exorcized. But there are also important discontinuities. The unabashed propensity to capture public resources for personal aggrandizement is purely post-colonial. So is the tendency toward personal, unaccountable rule. Given its rich endowments, the end of the civil war provides Angola with an opportunity to finally realize its developmental potential. This will depend on whether the wealth resulting from the exploration of natural resources is directed toward creating the conditions for the citizens " realization of their aspirations for the good life thus ensuring sustainable peace. This book will be valuable to academics, practitioners, and the general public interested in gaining a deeper understanding of the political economy of violence in Africa and, more specifically, the interplay between violence, wealth and power in Angola.

Book excerpt: In the global context of the Cold War, the relationship between liberation movements and Eastern European states obviously changed and transformed. Similarly, forms of (material) aid and (ideological) encouragement underwent changes over time. The articles assembled in this volume argue that the traditional Cold War geography of bi-polar competition with the United States is not sufficient to fully grasp these transformations. The question of which side of the ideological divide was more successful (or lucky) in impacting actors and societies in the global south is still relevant, yet the Cold War perspective falls short in unfolding the complex geographies of connections and the multipolarity of actions and transactions that exists until today. Acknowledging the complexities of liberation movements in globalization processes, the papers thus argue that activities need to be understood in their local context, including personal agendas and internal conflicts, rather than relying primarily on the traditional frame of Cold War competition. They point to the agency of individual activists in both "Africa" and "Eastern Europe" and the lessons, practices and languages that were derived from their often contradictory encounters. In Southern African Liberation Movements, authors from South Africa, Portugal, Austria and Germany ask: What role did actors in both Southern Africa and Eastern Europe play? What can we learn by looking at biographies in a time of increasing racial and international conflict? And which "creative solutions" need to be found, to combine efforts of actors from various ideological camps? Building on archival sources from various regions in different languages, case studies presented in the edition try to encounter the lack of a coherent state of the art. They aim at combining the sometimes scarce sources with qualitative interviews to give answers to the many open questions regarding Southern African liberation movements and their connections to the "East".

First, Tvedten reviews five centuries of Portuguese colonial rule, which drained Angola’s resources through slavery and exploitation. Next, he turns to the postindependence period, during which the country became a Cold War staging ground and its attempts to democratize collapsed when the rebel movement UNITA (until then supported by the United States) took the country back to war after electoral defeat. Tvedten shows how the colonial legacy and decades of war turned Angola into one of the ten poorest countries in the world in terms of socioeconomic indicators, despite its possessing considerable oil resources, huge hydroelectric potential, vast and fertile agricultural lands, and some of Africa’s most productive fishing waters. Excerpt: In November 1975, on the eve of Angola's independence, Cuba launched a large-scale military intervention in support of the leftist liberation movement MPLA against United States-backed invasions by South Africa and Zaire in support of two other liberation movements competing for power in the country, FNLA and UNITA. Following the retreat of Zaire and South Africa, Cuban forces remained in Angola to support the Angolan government against the UNITA insurgency in the continuing Angolan Civil War. In 1988, Cuban troops intervened a second time to avert a military disaster in a Soviet-led FAPLA offensive against UNITA which was supported by South Africa, leading to the Battle of Cuito Cuanavale. This turn of events is considered to have been the major impetus to the success of the ongoing peace talks leading to the New York Accords after which Cuban and South African forces withdrew from Angola while South West Africa gained its independence from South Africa. Cuban military engagement in Angola ended in 1991. In addition to the Cuban military, from 1976 to 1991, 430,000 Cuban foreign aid volunteers served in Angola. At one point, two-thirds of all doctors in Angola were Cuban. The Carnation Revolution of 25 April 1974 in Portugal took the world by surprise and caught the liberation movements in its last African colonies unprepared. After smooth negotiations Mozambique's independence was granted on 25 June 1975, but Angolan control remained disputed between the three rival liberation movements: MPLA, FNLA and UNITA in Angola-proper and FLEC (Cabinda Independence Organisation) in Cabinda....
