British and American leaders sought to protect cold war and oil interests in the region against the background of a renaissance of Arab nationalism personified by the Egyptian leader Nasser. With the aid of extensive declassified official documentation, this study traces the British and American responses to the Turco-Iraqi Pact of 1955, the Suez crisis, the Syrian crisis of 1957, the outbreak of civil strife in Lebanon, and the Iraqi Revolution of 1958. It shows how the differing priorities of the two powers in the region promoted a patchwork of confrontation and cooperation over Middle Eastern questions. For Britain, this study reveals that it was the Iraqi Revolution rather than Suez which led to a redefinition of strategy in the region, and a concentration on the defence of her oil interests in the Gulf.

Book excerpt: This thesis examines Anglo-American relations in Iraq during the Cold War and evaluates the way that the conflict, along with the growing demand for oil, shaped the relationship between Great Britain and the United States and influenced the Iraqi perspective of Anglo-American relations from 1946-1958. This thesis covers the aspects of cooperation and rivalry between the United Kingdom and the United States in the period immediately following WWII during the administrations of Harry Truman and Dwight Eisenhower. Through close examination of both Western and Arabic sources, this thesis argues that dissention between the Western allies, which both powers attempted to conceal, indirectly contributed to the toppling of Iraq’s pro-Western monarchy in 1958. Thus, the Cold War trigged tensions not only between the United States and the Soviet Union but between the Western Allies as well.

From the first hints of diplomatic discord over the course of the Mexican Revolution, through the British discovery of oil in Iraq, competition over the Kuwait concession, the oil strike in Masjid-e Sulaiman to the negotiation of the Anglo-American Oil Agreement in 1944 which, in theory, settled the dispute, the oil war offers a fascinating and revealing reflection of the transfer of hegemony from Great Britain to the United States

Book excerpt: The Mexican expropriation of British and American properties in March 1938 marked the first time any oil-producing country successfully stood up to foreign companies who claimed to own oil properties in that country and who had the support of their respective governments. Totally reliant on overseas oil at a time when war seemed imminent, British officials responsible for policy toward Mexico immediately emphasized the importance of preventing other oil-exporting nations from following Mexico's lead. Washington also sought to make an example of Mexico—one that would guarantee respect for U.S. businesses operating abroad. Although both Washington and London wanted to return to the pre-expropriation status quo, Washington was unwilling to work with London to achieve this goal, and Washington's attitude paralleled its reaction to British efforts to get U.S. support on certain defense issues during this critical period. The resulting Anglo-American strife over how to handle Mexico was also consistent with Anglo-American commercial competition and the oil rivalry in Mexico early in the century.
