This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Book excerpt: This paper documents the impact of the COVID-19 pandemic and associated lockdowns on the Colombian labor market using household micro-data. About a quarter of employment was temporarily disrupted at the height of the first pandemic-induced lockdown in 2020. Women, the young, and the less educated were the most affected groups. Since then, a remarkable recovery, led by a rebound in informal employment, has taken place. By adjusting both employment levels and hours faster, the informal sector acted as an important margin of adjustment, particularly in those industries most affected by the first lockdown. The informal sector also appears to have played a role in decreasing the sensitivity of aggregate employment to more recent lockdowns in 2021, as the economy has learned to cope with pandemic restrictions, although the possibility of higher informality rates becoming embedded remains an substantial downside risk for long-term productivity.

By doing this, we propose to look for a correlation between the emergence, and persistence, of some informal practices and the quality of governance in a given area. We also suggest that a better understanding of the variety of informal practices present in a region can help conceptualising more adequate interventions and eventually improve the socio-economic conditions of its inhabitants.

Uneven development after colonization, imperialism, and externally influenced conflict have caused many countries in the formally colonized or semi-occupied countries in the world to lag behind in wealth accumulation, investments in manufacturing, and technology. The fact that these countries were dragged into world market dynamics on an equal footing with already developed countries exacerbated these inequalities and saw the rapid burgeoning of informal economies. COVID-19 and the lockdown of western countries unravelled global production chains, resulting in hordes of workers in the Global South losing their livelihoods. Even people engaged in traditionally locally-bound economic activities, such as domestic work and sex work, found their livelihoods disappear. This volume brings together case studies from India, Brazil, Bangladesh, and Sri Lanka to analyze global economic disruptions as they affected informal sector workers who were already largely invisible within state development policies. The chapters question whether existing models of neoliberal development are still conducive within the post-pandemic Global South as it grapples with rebuilding economies, livelihoods, institutions, and systems of governance.

Today, despite the role of these essential frontline workers - producing, processing, selling, cooking and delivering food, providing cleaning, childcare, eldercare, healthcare, transport, waste removal, and other essential services - many observers consider the informal economy to be non-compliant (resisting registration and taxation) and associate it with low productivity (a drag on the economy) or with crime (illegal activities) and grime (blight on modern cities). Yet, most informal workers are working poor trying to earn an honest living in often hostile environments. Most suffered severe declines in work and earnings during successive waves of the COVID pandemic, and related restrictions and recessions, and have gone deeper into debt and depleted their savings and assets in order to survive. This book explores and informs answers to that key challenge. It presents findings on the impact of the COVID crisis on informal workers in Asia, Africa, and North and Latin America. The chapters of the volume analyse the impact of the COVID crisis on informal workers, interrogate whether and which economic recovery plans and schemes include informal workers, and explore what a more inclusive economic recovery and reforms might look like.

Book excerpt: COVID-19 is one of multiple crises to have hit the Middle East and North Africa (MENA) region in the decade following the Arab Spring. War, oil price declines, economic slowdowns, and now a pandemic are tearing at the social fabric of a region characterized by high rates of unemployment, high levels of informality, and low annual economic growth. The economic costs of the pandemic are estimated at about US$227 billion, and fiscal support packages across MENA are averaging 2.7 percent of GDP, putting pressure on already weak fiscal balances and making a quick recovery challenging. Even before the COVID-19 pandemic, MENA was the only region in the world experiencing increases in poverty and declines in life satisfaction. Distributional Impacts of COVID-19 in the Middle East and North Africa Region investigates how COVID-19 changed the welfare of individuals and households in the region. It does so by relying on phone surveys implemented across the region and complements these with microsimulation exercises to assess the impact of COVID-19 on jobs, income, poverty, and inequality. The two approaches complement and corroborate each other's results, thereby making the findings more robust and richer. This report's results show that, in the short run, poverty rates in MENA will increase significantly and inequality will widen. A group of 'new poor' is likely to emerge that may have difficulty recovering from the economic consequences of COVID-19. The report adds value by analyzing newly gathered primary data, along with projections based on newly modeled micro- and macrosimulations, and by identifying key issues that policy makers should focus on to enable a quick, inclusive, and sustained economic recovery.
