Despite much effort to use trade policy to catalyze exports, many developing countries have failed to achieve successful, sustainable export and economic growth. Even with the benefit of preferential market access, many developing country exporters face a broad and diverse set of constraints that limit their potential to compete in export markets. This paper discusses the concept of "competitiveness" with respect to trade and the various dimensions on which trade competitiveness might be assessed. It argues there is a need for a framework by which trade competitiveness can be assessed in a systematic way. Inspired by the "growth diagnostics" approach, it outlines a possible framework for assessing factors that facilitate or constrain trade competitiveness.

Book excerpt: This study applies two different econometric methodologies to investigate the impact of exchange rate changes on the trade prices and quantities using the aggregated and industry level data of the United States, Canada, and Japan in order to compare the similarities and differences in countries as well as industries. The dynamic responses of these trade prices and quantities become very interesting and valuable for the further study of the effect of exchange rate changes, because the most important feature of this study is that the value of the U.S. dollar depreciates in terms of the Japanese yen but at the same time appreciates against the Canadian dollar. The actual impact of exchange rate changes is estimated by combining the main features of the markup specification and the effect of intermediate cost changes. In addition to the explicit recognition of the effects of markups and cost changes, the study includes the feedback effect of the partial adjustment mechanism in three-stage least squares to compare the findings of the vector autoregressions and to develop more reasonable implicit explanations. Moreover, the vector autoregressive technique particularly provides an adapted exploration of the dynamic inter-relationships among the exchange rate changes and trade prices as well as quantities to identify the role of exchange rate changes in output and price determination by analyzing variance decompositions and impulse responses. The results from these two different econometric methodologies present several similar meaningful findings. The findings suggest that the exporters and importers of the United States do not meet a very competitive situation with Canadian traders. By contrast, the findings indicate that the export and import industries of the United States encounter severer competition when they trade to and from Japan. In addition to measuring competitiveness, the results also illustrate that the responses of exchange rate changes between the short-run and the long-run are relatively small in the trade prices of the United States and Japan, suggesting that most price adjustments will be completed immediately, while the adjustments of import prices occur slower than has been expected between the United States and Canada. Furthermore, according to the impact elasticities of trade volume equations, the results suggest that a trade negotiation or a managed exchange rate policy might be an effective way to improve the trade deficits between the United States and Canada, while these policies might cause the trade deficits between the United States and Japan to deteriorate after dollar depreciation.

Bangladesh’s ambition is to build on its very solid growth and poverty reduction achievements, and accelerate growth to become a middle income country by 2021, and share prosperity more widely amongst its citizens. This includes one of its greatest development challenges: to provide gainful employment to the over 2 million people that will join the labor force each year over the next decade. Moreover, only 54.1 million of its 94 million working age people are employed. Bangladesh needs to use its labor endowment even more intensively to increase growth and, in turn, to absorb the incoming labor. The Diagnostic Trade Integration Study identifies the following actions centered around four pillars to sustain and accelerate export growth: (1) breaking into new markets through a) better trade logistics to reduce delivery lags ; as world markets become more competitive and newer products demand shorter lead times, to generate new sources of competitiveness and thereby enable market diversification; and b) better exploitation of regional trading opportunities in nearby growing and dynamic markets, especially East and South Asia; (2) breaking into new products through a) more neutral and rational trade policy and taxation and bonded warehouse schemes; b) concerted efforts to spur domestic investment and attract foreign direct investment, to contribute to export promotion and diversification, including by easing the energy and land constraints; and c) strategic development and promotion of services trade; (3) improving worker and consumer welfare by a) improving skills and literacy; b) implementing labor and work safety guidelines; and c) making safety nets more effective in dealing with trade shocks; and (4) building a supportive environment, including a) sustaining sound macroeconomic fundamentals; and b) strengthening the institutional capacity for strategic policy making aimed at the objective of international competitiveness to help bring focus and coherence to the government’s reform efforts. This second volume provides in-depth analysis across seven cross-cutting themes that underpin most of the findings of pillars 1 and 2 above.

Book excerpt: This paper investigates the trade competitiveness of the new emerging Southern economies - China, India, Brazil and South Africa (CIBS) - with respect to their main global partners. Starting from the commonly held view that countries with trade patterns similar to those of emerging countries are likely to suffer losses, we propose a multidimensional approach based on cluster analysis, both crisp and fuzzy, as an alternative strategy for assessing similarity in global trade patterns. On the basis of key trade characteristics drawn from the diverse strands of trade theory, we assess the relative position of CIBS within global trade patterns and their evolution over time. Unlike previous studies, our results do not support the hypothesis of the presence of a competitiveness threat from Southern emerging countries towards the main industrialised economies.
