Book excerpt: The shift of China's economy toward green development may benefit significantly from an analysis of the impact of natural resources on economic growth and the transmission mechanism behind this relationship. This research employs the GMM model to empirically examine the effects of natural resource availability and dependency on the resource sector on green economic growth and its transmission mechanism. It draws on statistical data from 30 Chinese provinces between 1985 and 2020. Scientists have found a connection between the organization of industry and resource effectiveness. However, the relationship is not as strong or flexible as was once believed. The efficiency with which China uses its natural resources has suffered due to its shifting industrial structure. Industrialization boosts natural resource productivity. Investment in higher efficiency and economic performance areas might be encouraged, with the proceeds redistributing to the financial sector, allowing for the optimization and retooling of more traditional enterprises. However, compared to government investment behavior as a control variable, FDI resulted in much greater efficiency in the utilization of natural resources. The coefficient value is relatively small, and the significance test for urbanization effects failed. Therefore it seems unlikely that urbanization in China would improve resource consumption efficiency. The amount spent on R&D correlates to how well a corporation manages its natural resources. Recommendations and a countermeasure are provided for achieving sustainable development in light of the study's empirical results.

After summing up the evolution of China’s policies and systems relating to resources and the environment, this book goes on to study how China’s participation in global resource allocation and global resource governance has progressed under its open-economy situation, as well as challenges facing that participation. Based on all these analysis, the report proposes two targets for managing the total quantities of two specific metrics. That is, it recommends aiming to reach peak consumption of resources and peak emission of pollutants by 2030. In addition, it makes a number of specific policy recommendations. The China Development Research Foundation (CDRF) is a public foundation initiated by the Development Research Center of the State Council (DRC). Its mission is to advance good governance and public policy to promote economic development and social progress. The Foundation has approached its mandate in a number of ways, including support for evidence-based policy research, leadership training, high-level forums and symposiums to promote economic cooperation and development, and the promotion of responsible public policy. In particular, the Chinese experience in developing protected areas for both tourism and to meet environmental policy objectives illustrates many of the complexities within current sustainable development approaches elsewhere in the world. This research seeks to explore a case study of biodiversity protection and rural development within the context of the Jiuzhaigou Biosphere Reserve, Sichuan Province, China. Although Jiuzhaigou is often promoted as the "success story" of Chinese nature-based tourism, the findings of this study suggest that it should also be seen by taking into account its unexpected implications. A number of strengths and weaknesses are identified and analyzed: the distribution of the economic benefits and environmental burdens of tourism and participation issues in managing the biosphere reserve. By assessing the impacts of the NRM strategies applied in the case of Jiuzhaigou, this study seeks to extract a valuable lesson for both policy-makers and researchers.

Book excerpt: Over the last three decades, China has experienced the most dynamic economic development lifting living standards and resulting in fast-growing use of natural resources. In the past, the focus has been on national MFA accounts which do not do justice to the second largest economy, home to 19% of the world population and having 30% of global material use. In this research, we calculate material extraction for China at the regional level during 1995-2015 using the most recent available statistical data and applying the most up-to-date international calculation methods. In particular, we combine a bottom-up and top-down approach for constructing the dataset of China's economically used Domestic Extraction (DEU) in an integrated way. This approach also improves the Chinese national material flow accounts and allows us to present a reliable database of DE of materials for China to date. Our new dataset provides the basis for calculating material footprints and environmental impacts of China's regions. The dataset enables us to evaluate regional resource efficiency trends in China. We find that during the past two decades, China's material use has grown strongly from 11.7 billion tonnes in 1995 to 35.4 billion tonnes in 2015. Material use has accelerated between 2000 and 2010 but slowed down between 2010 and 2015 reflecting the economic contraction caused by the Global Financial Crisis which reduced the global demand for China's manufacturing and a reorientation of China's economic policy settings toward quality of growth. Unsurprisingly, different regions play different roles in the supply chain of materials, achieving different economic performances resulting in very diverse material efficiency outcomes. This information is important to allow for a targeted policy approach to increase resource efficiency, reduce environmental impacts of resource use, and grow wellbeing in China with large positive implications for global sustainability. This study provides the basis for the development of relevant resource management policies for different regions in the future.
